The ACLU Smart Justice Campaign is dedicated to ending mass incarceration in the United States by cutting the jail and prison populations by 50 percent and reducing racial disparities in the criminal justice system. As the Southern Regional Policy Counsel, Hamida works with community leaders and elected officials in the Deep South to develop multi-strategy campaigns and advance legislative reform with the goal of decarceration.

Edited report on the effects of school discipline on minority student achievement in Kentucky and North Carolina. Revised report on the state of education for migrant children in Florida. Assisted in the drafting and editorial review of a report on the state of human trafficking in Texas. Conducted research on the current state of ethnic and gender discrimination in Nevada. Prepare for publication a report on strengthening efforts to affirmatively further fair housing in the District of Columbia.

Drafting policy briefs on Title I and Title III of the Elementary and Secondary Education Act. Compiled empirical evidence and research on the impact of diversity on student achievement, as well as document national trends of “resegregation”. Conducted legal research and drafted memoranda on the impact of payday lending on low-income minorities. Edited the Lawyers’ Committee’s report for the Universal Periodic Review, a four year report on United States compliance with international human rights treaties to be presented to the United Nations. Researched and analyzed Justice Elena Kagan’s memoranda written during her clerkship with the U.S. Supreme Court to assess her stance on relevant civil rights issues.
