Responsible for managing, directing, and reporting use of project funds totaling over $2 million dollars, spread over 2 years, for up to 12 employees. Practiced at tracking and accomplishing the managerial, administrative, and financial aspects of contracts. Wrote technical and cost proposals for Requests for Proposals (RFP) and Sources Sought (SS). Researched, analyzed the effects of weapon system tests, and wrote Environmental Assessments (EA)/Overseas Environmental Assessments (OEAs) reports for the Department of Defense (DOD) as a subject matter expert (SME) in Geological and Soil Resources, Water Quality Resources, Public Health and Safety, Coastal Zone Resources, and Hazardous Materials and Wastes. As a SME, I researched local, state, and federal laws, regulations, guidelines, and procedures and interpreted whether the proposed action being analyzed in the EA/OEA was compliant, or required special permits or consultations with Federal and State agencies. Responsible for providing accurate and relevant scientific guidance to government officials, lawyers, and international stakeholders in the DOD. Communicated over phone, email, and in-person the official project status to stakeholders via schedule updates, memos, and technical guidance.

As a contractor for the United States Army Space and Missile Defense Command (USASMDC) I wrote technical EA/OEAs, Environmental Impact Statements (EISs), Findings of No Significant Impact/Findings of No Significant Harm (FONSI/FONSH), Documents of Environmental Protection (DEP), Notices of Availability (NOA) regarding weapon system tests (hypersonic missiles, intercontinental ballistic missiles, etc.) for United States (U.S.) Army, Navy, Air Force, Marines, Space Force, and Defense Advanced Research Projects Agency (DARPA). Coordinated analysis with experts from the Federal Aviation Administration (FAA), Environmental Protection Agency (EPA), National Marine Fisheries Service (NMFS), United States Fish and Wildlife Service (USFWS), State Coastal Commissions, and several State Historic Preservation Offices (SHPO). Researched and wrote project-specific analysis for the following resource areas: Air Quality, Airspace, Biological Resources, Coastal Zone, Cultural Resources, Environmental Justice, Geology, Greenhouse Gases/Climate Change, Hazardous Materials and Wastes, Infrastructure, Land Use, Marine Sediments, Noise, Public Health and Safety, Socioeconomics, Soil, Transportation, Visual Aesthetics, and Water Resources. Environmental specialist at the former U.S. Navy Dump removal and shoreline revetment initiative in Kwajalein Islet, RMI. I performed soil sampling for lead, arsenic, polychlorinated biphenyls (PCBs), and hydrocarbons. Designed, built, controlled, and monitored a 140-day pilot study to remediate PCB contaminated sandy soils via bioremediation. I wrote weekly reports to my supervisors, sampled and shipped soil to laboratory, and interpreted laboratory results. Performed monthly water level and salinity measurements at Illeginni Islet. Lead field scientist for a hydrocarbon biodegradation landfarm. Planned, performed, shipped soil samples and interpreted results of Decision Unit-Multi Increment Sampling (DU-MIS) soil samples.

Co-lead for TDEC’s downgradient residential well monitoring program. I led research, sampling, data interpretation, and reporting of data from residential wells downgradient from the Department of Energy’s (DOE) Oak Ridge Reservation (ORR). I was skilled at engaging with the public, from finding study participants to explaining the laboratory results to each household. I presented my findings at three conferences: the Environmental Show of the South in Gatlinburg, TN in 2016, the Environmental Show of the South in Chattanooga, TN in 2017, and the Geological Society of America Annual Meeting in Seattle, WA in 2017. Project lead for the first State-led residential groundwater well study of groundwater wells upstream from the DOE ORR in Anderson and Roane Counties. I managed a yearly project budget of $100,000. The purpose of my investigation was to determine the background levels of nutrients, metals, radionuclides, and volatile organic compounds (VOCs). My goal was to characterize local groundwater in fractured rock and karst to better understand the regional groundwater recharge, validate DOE computer models, and assess public health threats. I consolidated physical records into a standardized digital format, saving time, resources, and improving the existing process. Founding member of the TDEC representatives for the Groundwater Strategy Team. I reviewed documentation used to support parties’ claims, created TDEC-specific presentations to streamline discussions, and provided data from my Residential Well Monitoring Program and my Background Residential Well Investigation. Reviewed Federal Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Remedial Investigation/Feasibility Study (RI/FS) documents on behalf of TDEC.

Verified and cross-referenced descriptions of water supply wells, oil and gas wells, and Florida Geological Survey wells for inclusion in the online database. Assisted personnel with cataloging warehouse samples of well cores.
