As of May 2023, I have retired after 20 years at Cross Timbers. I transitioned out of the General Manager position to the Controller position as of May 2020 and continued in a part-time role. I served as Controller and General Manager for a member-owned non-profit Water Supply Corporation in Denton County, Texas for 13 years. Directed all operations, financial reporting, regulatory compliance, and treasury operations for this non-profit public utility. The Corporation grew its asset base to $30 million and added 485 new Members during my time with the Corporation.

Lloyd served on this public water utility corporation since being elected in April 2003. He served as Vice President in 2007 and served as Secretary Treasurer in 2009. Cross Timbers Water Supply Corporation is a non-profit corporation providing water services to a 20 square mile area in south central Denton County, Texas. The company has 2900 customers, $30 million in property, plant, and equipment, and annual revenue of $3.30 million.

XL Capital is an international insurance and reinsurance company based in Bermuda. The company writes $8B in property and casualty insurance and reinsurance products in over 120 countries. Lloyd managed the Sarbanes Oxley compliance work and risk assessment for 200 processes including finance, underwriting, claims, reinsurance, and information technology. As a result of his work, risk categories were reduced by 85% and costs pared down by 40% during a two year period.

Scruggs Consulting is an actuarial consulting firm for the property & casualty insurance industry

Lloyd was tasked with reducing the costs of purchasing and administering $500 million of reinsurance contracts for this insurance and reinsurance group. Through a business re-engineering effort, he recovered $52 million of unbilled reinsurance, billed and collected $106 million of delinquent receivables, and simplified the reinsurance structure. He designed and implemented a profiling tool that provided for the automated retrieval of reinsurance contract information and improved collection times on five hundred million of receivables by one week.

Lloyd was brought in to turn around a material weakness in the financial department during a period when the company had lost it's premier rating from A.M.Best. He reorganized the department, reduced the monthly close to 5 workdays, and restored the Best rating to an A within 15 months. He eventually restructured the financial organization to allow the company to go public in an IPO and raise $1 billion of new capital. During his tenure, the company grew by 33% while Lloyd used automation and new processing techniques to keep the financial department costs flat.
