Before came to U.S., Dr. Chen was a certified mathematics teacher tought students with diverse backgrounds including talented and gifted, students with or without math learning disability, and students wtih visual disabilities for high schools in Taiwan. During his PhD graduate school, he served as a research assistant at the Measurement Research Department in ACT Inc., he was well-equipped with mathematics, statistics, special education background as well as full-scope of psychometric knowledge and experiences. He was a principal psychometrician who provided guidelines and best practices in regarding all types of psychometric analyses and supports, psychometric advices and consultant for external clients, led psychometric process improvements including but not limiting to item banking, new form construction, equating process for contractal programs, item automation, and operational advices for best practice for large scale assessments. He also led a team on solving psychometric issues related to equating newly constructed forms for large scale assessments. Dr. Chen has extensive experiences in psychometric research through operational practices. Of particular, he played a key role in establishing the new digital test administration platform integrating test registration, test administration with customized settings, with scoring and reporting systems. He has a wide range of research interests including linking and equating from both class and IRT, test retest reliability, and computer-adaptive testing. As a thought leader, Dr. Chen is creative and enjoy working collaboratively with clients and cross-functional departments. He liked challenges and always explored the potential solutions for complicated issues with creative thinking ideas or brain-storming interactions among team-mates.
