Hap has over 30 years in Electronic Warfare, Cyber, Operations, Acquisition, and Test. He has led or is a recognized expert in combat support, major defense programs and budgeting oversight of R&D programs. Over four years of highly classified experience within the DoD, Joint Staff, and National Intelligence Community. He has experience at all levels of the Air Force to include the Deputy Director of Air Force Special Programs (Acting) and Chief of combat plans in two active areas of operation. Hap commanded a 172 personnel squadron responsible for EW capability valued at $15B in equipment and infrastructure. He managed $300M in production capacity for the JSF defensive suite and was the Test Director for the EF-111A System Improvement Program supporting Operation Desert Storm. He is a veteran of OPERATIONS NORTHERN WATCH, SOUTHERN WATCH, IRAQI FREEDOM, and PROVIDE COMFORT; flying experience includes F-111F, F-4G, EA-6B, EF-111, and the F-15E with hundreds of combat hours.Hap is a member of the Association of Old Crows and has been a key note speaker at their National Convention and at a Senior Military Panel at the University of Virginia. He holds technical degrees from Air War College, Air University, New Mexico State University, and the University of Virginia.
