I lead a team of highly capable regional and functional experts who cover fast-breaking and protracted humanitarian and displacement crises across the globe. I manage the organization’s field missions, reporting and policy work and oversee our engagement with the governments and the United Nations.

I led research initiatives and published extensively on the Middle East, the global refugee crisis, civil wars and U.S. national security. My work appeared in Foreign Policy, Newsweek, U.S. News and World Report and The Wall Street Journal. I appeared on BBC, Bloomberg, Fox News, MSNBC and NPR. I testified before the Senate Foreign Relations Committee on the Islamic State crisis and Iraq.

Washington D.C. Metro Area

I helped lead the planning for the new UN stabilization mission in Mali. I prepared recommendations for the UN Security Council and drafted the mission concept of operations and strategic guidance. Undertook frequent travel throughout Mali and managed liaison with French forces.

Haiti, New York

Supported former President Clinton in in his role as UN Special Envoy for Haiti coordinating the international response to the January 2010 Haiti earthquake. Supervised ten policy advisors, operations officers and administrative staff. Assisted in the coordination of the NGO and private sector response to the relief and recovery effort.

Haiti And New York

Provided strategic and policy guidance to peacekeeping and political missions on Haiti. Frequent field deployments in support of stabilization operations. Managed relations with Member States, mission budgets and staff recruitment. Established the Office of the Special Envoy for Haiti.

Afghanistan, New York

Provided strategic and policy guidance to peacekeeping and political missions in Afghanistan and Iraq. Frequent field deployments in support of humanitarian relief, stabilization, reconstruction and election operations. Managed relations with Member States, mission budgets and staff recruitment.

Iraq

Member of core team deployed to reestablish the UN Assistance Mission in Iraq following the 19 August 2003 bombing of UN HQ in Baghdad. Advised the Special Representative of the Secretary General (SRSG) in his efforts to facilitate political dialogue, support the 2005 national elections, and coordinate humanitarian and development assistance. Managed the SRSG’s front office.

Iraq

Mission chief of staff responsible for managing multiple lines of operation, personnel and million dollar budgets for humanitarian assistance and displaced populations. Designed and led project to establish Iraq’s Ministry of Displacement and Migration. Led mission startup in central and northern Iraq. Supervised sixteen international and fifty Iraqi staff.

Kosovo

Managed task force that negotiated Kosovo’s interim constitution and establishing the province’s first institutions of self-government. Developed strategies and operations to assist internally displaced populations and refugee returns and to safeguard of ethnic minorities. Coordinated joint security operations between UN police and NATO peacekeeping forces.

Guatemala

Supported returns of refugees displaced by the civil war. Investigated human rights and other violations of peace-accords by government and rebel forces. Planned and executed initial stages of demobilization of guerrilla forces. Monitored first nation-wide elections to be held after the signing of initial peace accord.
