Coordinated multiple technical and managerial work streams to develop a strategy and complete implementation plan to build an internal capacity to recruit top tech talent and deliver higher quality digital services department-wide. Developed a digital transformation framework & coalition for long-term sustainability used across the department. Identified initial founding team, new brand, key champions, and wrote policy reform proposals for the Secretary of Defense related to tech, digital services, innovation, and recruiting.
