Lead Pavement O&M Civil Engineer effectively managing $96M multi-year pavement rehabilitation plan in support of Joint Base Andrews. Enable pavement management and rehabilitation by providing optimized life-cycle management of pavement across the installation. Collaborate with various mission partners to to determine optimal engineering solutions and compliance with UFC, FAA, andUSGS criteria. This includes 316th Wing, 89 AW, NAVFAC, USACE, AFDW, AFIMSC, AFCEC, TSC and ERDC. -Focal point for Airfield Pavement Evaluation (APE) team internal training program; developed numerous lesson plans, presentations, and training scenarios to ensure the readiness of 15 military engineers responsible for determining the structural capacity of airfield pavements around the world.-Assistant instructor for the Contingency APE course held quarterly at Tyndall AFB. Coordinated and instructed thirteen two-week training classes worldwide; certifying over 130 military engineers from all Department of Defense (DOD) agencies on airfield contingency criteria, aircraft requirements, and pavement evaluation concepts.-Managed the testing, analysis and classification of materials; determining the load bearing capacity of soils, modulus of base course sub-base and sub-grade reaction (k), sub-grade moisture content, shrinkage, swelling and drainage characteristics, and frost susceptibility for over 36 airfields in a state-of-the-art soil testing laboratory that upholds all health, safety, and environmental requirements.-Conducted technical reviews of multiple contingency pavement evaluations assisting AFCEC pavement engineers with the validation of field tests an analysis of austere locations conducted by contingency teams and ensuring adherence to standards found in ASTM’s, ETL’s, UFC’s , FAA Advisory Circulars in addition to other industry standards.-Flawlessly executed the implementation of an innovative new texture measurement device used to measure aircraft hydro-planing potential. Developed local testing criteria enabling team members to collect data more efficiently.-Effectively managed $2.5M in state-of-the-art structural pavement testing and surface effects equipment consisting of an; Automated Dynamic Cone Penetrometer, SIMCO 255 PTC coring rig, Portable Seismic Pavement Analyzer, Trimble GeoXH, and Findley Irvine Griptesters ensuring equipment readiness.

-Selectively chosen to conduct critical, wartime contingency training for 9,500 active duty, Air Force Reserve, Air National Guard, Army, Marine and international expeditionary combat support personnel annually while maintaining $300K in contingency training assets. -Developed/implemented curriculum for expedient airfield marking systems, soils analysis using Dynamic Cone Penetrometer, contingency bed-down planning and layout, expedient airfield arresting systems, airfield damage assessment, minimum airfield operating surface selection, airfield damage repair, GeoBase tools, and software. -Provided contingency training for 300 new Civil Engineering and Services officers each year; provided field orientation to 120 new Mission Support Group commanders. Assisted and advised the Air Force Civil Engineering Support Agency on testing prototype contingency equipment. Provided technical expertise in a $1M upgrade to GeoXPT, an expeditionary bed-down software used by the USAF during initial force bed-down operations Developed and implemented new curriculums outlining the use of GeoXPT, ArcMap 9.1, and Trimble Geodetic Office. -Programmed, and procured over $150K in new computer equipment within , and GPS equipment within budget constraints providing an efficient training environment for over 900 Active duty, Guard and Reserve Engineers. -Constructed a 3D AutoCAD model of Explosive Ordinance Disposal training cave assisting in the installation of $20K in surveillance equipment. Researched GPS assets for Air Force Career Field Manager in the procurement of new GPS technology for career field contingency packages.
