Housing Development Program Manager
CurrentPrepares and/or reviews plans and specifications and estimates project costs using knowledge of labor, material, and equipment requirements; establishes work plan and costs for each phase of project and writes technical descriptions specifying material qualities, quantities, and properties and procedural requirements; reviews housing project proposals and plans developed by contractors to determine time frame, costs, staffing requirements, methods and procedures for accomplishment of project.Establishes and maintains internal operating and construction procedures consistent with City Code, State and Federal regulations.Coordinates bid process for general contractors to perform housing rehabilitation work; submits completed and approved bid packages for contractors bids and supplies list of approved contractors.Oversees and inspects all housing projects work in progress at construction sites to ensure compliance with plans, specifications, City codes, accepted industry practices, and established schedules; consults with and advises contractors regarding progress, plan changes, and/or problems. Controls expenditures within limitations of project budget; reviews applications for contract payments, verifies accuracy of contract payments, verifies accuracy of amount due and work completed and recommends approval/disapproval of payment requests.Assesses the efficiency and effectiveness of all housing programs regarding construction and recommends appropriate changes.Maintains project files reflecting construction and inspection activities; prepares monthly, quarterly, semi-annual and annual reports for Federal, State and local departments and agencies; operates personal computer.Design, develop and implement the policies and procedures for the rehabilitation program.Responsible for developing and managing the annual budget for housing development projects.
