Harold's background is impressive and extensive. He held management positions in the federal government for 19 years and was a federal contractor for 11 years: • During his tenure as environmental engineer for the Environmental Protection Agency from 1998 to 2006, Harold assisted in developing, promulgating, and implementing regulations, special studies, and reports to Congress regarding incentives and technical feasibility of integrating waste minimization activities into industry operations. • As a civil engineer for the Federal Emergency Management Agency from 1995 to 1998, Harold developed policy and procedures for administering assistance programs for state and local governments and eligible private non-profit organizations for repair or restoration of facilities in declared major disasters and emergencies. He also provided program advice and leadership on technical, environmental, funding and policy issues. He developed criteria, policy, and procedures for FEMA's Public Assistance/Infrastructure process fulfilling requirements for NEPA and associated statutes, regulations and Executive Orders. • From 1994 to 1995, Harold served as an Environmental Protection Specialist for the US Army Environmental Program Directorate at the Pentagon where he provided technical advice, consultation, and guidance to Senior Management, Secretariat, Army Staff, Major Commands, and installations pertaining to a broad range of scientific issues and on the interpretation and implementation of policies, directives, and regulatory requirements concerning environmental protection matters. • Harold also participated in the review, development, and implementation of Army-wide environmental protection policies. At D.C. Air National Guard (DCANG) at Andrews Air Force Base in MD from 1987 to 1994, Harold managed and executed engineering operations and programs relating to programming, budgeting, design, construction, maintenance, and repair of facilities and roads.
