About Harold Draper
I am currently volunteer president of Friends of Loess Bluffs National Wildlife Refuge, the non-profit fund-raising partner of the US Fish and Wildlife Service facility in Mound City, Missouri. I am also volunteering as Executive Vice President of American Discovery Trail Society. I am active as a volunteer with the Sierra Club, Kanza Group and Missouri Native Plant Society, Kansas City Chapter. On Tuesdays I volunteer at the Trailside Center, a historical museum and visitor center for the Santa Fe, Oregon, and California National Scenic Trails.My past paid experience is with environmental compliance issues. From 2016-2020, I was a Reservist in environmental and historic preservation at FEMA. This took me to disasters across the country, where I worked with the Public Assistance program in environmental compliance. The Public Assistance program provides local governments and non-profit organizations funding assistance to recover from major disasters such as floods. These include public infrastructure projects such as roads and bridges, water and sewer, and public buildings. In 2016 I worked on two disasters, DR-4250 in Missouri and DR-4277 in Louisiana. I was based in Jefferson City and Baton Rouge. In 2017 and 2018, I worked on DR-4315 in Oklahoma and DR-4337 (Hurricane Irma) in the Florida Keys. In 2019 and 2020, I worked as a local hire in Kansas City on Missouri flood recovery.Throughout my career, I’ve maintained a focus on National Environmental Policy Act compliance in permitting, transportation, energy and utility environments. Past employers were Burns & McDonnell Engineering Company from 2007 to 2016, Tennessee Valley Authority from 1990 to 2007, Mississippi Forestry Association from 1988-1990, and Florida Governor's Energy Office from 1983 to 1988.I maintain an active involvement in several professional organizations. I am past president of the National Association of Environmental Professionals and am a past member of the Committee on Environmental Analysis in Transportation of the Transportation Research Board. I currently compile the NAEP bi-weekly National Desk newsletter (2016-2023). When I’m not working, I enjoy spending time indulging my interests in trails and parks, science, maps and geography.
