Responsible for design, development and qualification of the TM/FTS for SiAW and for TM/FTS roadmap development for the Advanced Weapons Business Unit. Manage the delivery of the TM/FTS assets to support SiAW flight test activities. Responsible for the Flight Termination System requirements and architecture derivation, design, analysis, test, and qualification. Understand, derive, and maintain requirements from Range Commanders Council (RCC) documentation and the RCC 319 and RCC 324 tailoring processes. Communication of the design, design verification testing, and qualification test plans and results, and status of the TM/FTS design to the SiAW customer and relevant Range Safety Officers (RSOs). Responsible for system safety, mishap risk identification and mitigation processes.

Coordinate and lead multiple test programs and projects simultaneously, from initiation to completion, including planning, scheduling, budgeting, and resource allocation. Ensure that projects are executed according to customer specifications, quality standards, and regulatory requirements. Develop and maintain project plans, schedules, and budgets, and ensure that they are communicated to all stakeholders. Identify project milestones and constraints, including test setup, design & fabrication, equipment procurement, resource conflicts, and test sample availability to map out timelines for project completion. Set priorities and delegate tasks to project teams, including technicians, engineers, and other staff members, to deliver projects on time, within budget, and to the highest quality standards. Communicate regularly with customers to provide project updates, run meetings, address issues, and ensure customer satisfaction. Identify project risks and develop and implement mitigation plans including change in scope submissions.

Airborne Instrumentation Systems Division is part of Air Vehicle Modification and Instrumentation and designs, develops, builds, installs, calibrates and provides operational support of miniaturized airborne instrumentation and telemetry systems. Manages a branch of 27 people (20 direct reports) with an annual budget of $2.5M. Leads Information Assurance efforts across the sites in gaining an Authority to Operate (ATO) for Division IT equipment. Assures timely delivery to customer of the following products: design of Airborne Telemetry and Flight Termination system, Printed circuit board design, layout, and production (through-hole, hybrid and surface mount), Wrap around Antenna design and production, including an Anechoic chamber for test. Serves as a Steering Committee Member and Recruiter of college engineers and scientists. 

Manages 3 sections containing 51 civil service employees and 20 contractor employees, including engineers, technicians, and operators. Manages $14M in assets as well as the $7.7M annual budget. Provides range customers with decision quality data in the form of real-time and post-test telemetry and data processing, displays, and data products. Interfaces with test management, range communications, range operations, range safety, and sea range data systems branch, ensuring customer needs are met for testing, training, and experimentation. Serves as a Steering Committee Member and Recruiter of college engineers and scientists. Implemented an effective system engineering process for software development, which included peer reviews and configuration management. Led a Green Belt project and participated on two Black Belt initiatives. Headed efforts for consolidating space requirements by 7,500 square feet.

Head—Communications Technical Support Section (2001-2004)Tapped to restore an organization with poor morale and customer service. Supervised 11 civilian employees charged with providing systems engineering for the communications infrastructure enabling ranges to transfer information securely and in real-time in support of testing and evaluations, training, and experimentation. Delivered voice, video TSPI, and telemetry to range customers in support of real-time operations. Improved morale and customer satisfaction.  Served as Project Manager for a $4.1M, P-031 core communications; performed as Division Lead for the Naval Marine Corp Intranet (NMCI) integration. Ensured the division received the appropriate information technology infrastructure during the switch to NMCI.

Managed a section of nine civilian employees providing the IT infrastructure; enabled ranges to move, process, and present data in support of test and evaluation, training, and experimentation. Performed as Project Manager for the Virtual Missile Range (VMR), a virtual simulation for fleet surface missile engagements. Also served as Sea Range Facility Project Manager for the Defense Network (DNet), which supported network-centric warfare and interoperability testing. Led a $650K project to install electronic countermeasures into the VMR. Managed the integration of tactical data links (link-16, link-11) across NAVAIR on the network. Directed the stand up of the Sea Range node on the defense network, which merged live and simulated data via HLA and integrated scenario from ranges and labs nationwide

Served as the NAVAIR national staff point of contact for test and evaluation executive agent issues; advised flag officers, senior executive service (SES) members, and senior civilians from three services and the Office of the Secretary of Defense (OSD). Provided direct technical and managerial support to the Associate Commander for Test and Evaluation and the Director, Test and Evaluation Competency. Acted as a member of technical staff for Test and Evaluation Reliance and Investment Board (TERIB), Board of Operating Directors (BoOD), and the Joint Test and Evaluation (JT&E) Technical Advisory Board (TAB). Coordinated Y2K solutions. Conducted analysis of the Range Utilization Measurement System, which led to its elimination and resulted in a letter of appreciation from the Deputy Undersecretary of the Army for Acquisition and Technology. Analysis of TECWEB usage by Navy T&E and the T&E community.

Functioned as Project Engineer for Real-Time Information Distribution Environment (RIDE). Monitored all systems engineering, hardware/software, operations training, documentation writing, and security accreditation. Performed as a Programmer for: e-mail systems on CYBER mainframes; Communications Interface Controller (COMIC) and other PC applications; and NTDS at Sea Range. Acted as the Assistant Navy Deputy for the Common Display and Processing System. Deigned and developed a distributed real-time secure communications system for the delivery of data from the real-time data processing computers to the real-time display systems. Wrote embedded software for VME systems in C and Assembly language, including all device drivers; defined the pocket protocol used over the Ethernet.
