• Actively assisted in the creation of an Excel-based unique municipal tax lien sale product (Delinquent Tax and Asset Bond Program or DTAB) that qualified as a potentially patentable instrument by the US government (No. U.S. 2005/0197947A1).• Sought out fundamental DTAB Program bugs in development stage and adjusted DTAB accordingly.• Designed DTAB to utilize bonds issued by a subdivision of the municipality (Local Development Corporation) that qualified the securities as “tax-exempt” investments for the buyers.• Designed DTAB to compute the present value utilizing more than 15 variables (e.g. historical lien collections, interest rates, penalties, average life, etc.).• Researched potential municipalities based on population, past lien creations, collections, interest / penalty structure and other variables.• Performed multiple analyses modeling projected program results tailored to specific municipalities.• Created advanced PowerPoint presentations for municipalities from New York to Los Angeles, and for investment banking firms and credit agencies such as Jefferies and Standard & Poor’s.• Demonstrated additional value of the DTAB Program to municipalities such as San Diego County, California and Monroe County, NY.
