Project Manager, Elizabeth River Crossings (2010 - 2012): Managed the design, development, and implementation of the end-to-end Tolling System project for the ERC project in Portsmouth, VA. Project Manager, VDOT EZPass (2009 - 2010): Managed the team responsible for the migration, and maintenance of the technical systems used by the VDOT EZPass office to process toll transactions for the state of Virginia. The team is responsible for the maintenance, upgrade, and extension of the back office systems for VDOT EZPass.Project Manager, PortCheck/PierPass Program (2008 - 2009): Managed the development and implementation of the systems for the management of the Traffic Mitigation Fee and Clean Truck Fee programs at the Port of Los Angeles and Long Beach. Directed activities of the team developing the back office system and the subcontractor team tasked with the development of the Electronic Data Interface to the ports. Managed end-to-end integration of the systems and establishment of the customer service/call center using an EchoPass hosted IVR/ACD system.Project Manager, Florida Turnpike Enterprises (2007 - 2008): Provided Subject Matter Expertise (SME) services in the area of audit process development, and managed a development team assisting Raytheon Company in the development of a Traffic and Revenue Audit application, as part of the Florida Turnpike Enterprises (FTE) Toll System Replacement Project.Project Manager, Texas Department of Transportation/TxTAG Project Host Server (2006): Managed the development, implementation and integration of the Project Host Server with the Raytheon ORT lanes in geographically dispersed locations in Texas.Director of Operations, Transportation Corridor Agencies/FasTrak Customer Service Operations, Irvine, CA (2005): Managed the operations staff of 90 personnel including call center, image processing, transponder inventory/fulfillment, violations processing, and collections.

Project Manager, Texas Department of Transportation/TxTAG Tolling System (2004 - 2005): Provided Program Management services to VESystems (now 3M) to provide scheduling, budgetary and requirements oversight for the development, implementation and integration of the VESystems (now 3M) back office subsystem with Field subsystems provided by Raytheon Company, Telvent/Caseta and United Toll Systems.Technical Consultant, Transportation Corridor Agencies (2003 - 2004): Provided on-site interface between the agency and its systems subcontractors, including evaluation of design/implementation issue with California interoperability toll authorities; systems design review, and software testing oversight related to the client's implementation of the back office systems.Technical Consultant, Chase Manhattan Bank/Lomasoft Corporation (2001 - 2002): Supported the development and maintenance of a transaction system interface for the transfer of transactions from the existing TCA computer systems to the Chase Customer Service Center system with reconciliation back to the existing TCA systems.Technical Consultant, Transportation Corridor Agencies/Parsons Transportation Group (2000): Support the development of the technical specifications for RFPs for the selection of operations contractors for the TCA's Customer Service Center and Violation Enforcement/Collection functions.

Project Manager, Golden Gate Bridge, Highway and Transportation District (1999): Managed the development of the Customer Service Center and Financial System, including installation of upgraded toll collection system.Project Manager, California Department of Transportation(1998 - 1999): Managed services for the Customer Service Center, related operations for the ATCAS tolling system, and the utilization of electronic transpondersManager of Systems Development and Integration (1993 - 1998): Chief Systems Architect for the design and implementation of the overall computer system and network structure used for the collection of tolls for the Transportation Corridor Agencies; Managed the System Development Department (hardware and software), overseeing the software design and development, hardware equipment selection and integration, on-site construction and installation activities, telephone network design and installation, data network design and installation, and video surveillance design and installation
