Todd served as the Director of Communications for the Colorado Department of Natural Resources’ Executive Director’s Office; serving as the regulatory organization’s public-facing communications conduit for all matters affecting the Governor’s Office and the Department’s six operating divisions to include the Colorado Water Conservation Board; the Division of Reclamation, Mining and Safety; the Division of Water Resources; Colorado Parks and Wildlife; the Colorado Oil and Gas Conservation Commission; and the State Land Board. In this executive-level advisory position, Todd directs all media, public, and crisis communication strategies and serves as the organization’s spokesperson in direct response to state and national media inquiries. He additionally develops and coordinates multi-media outreach and public information campaigns comprised of media releases, departmental fact sheets, guest editorials, and video scripts; routinely meeting with journalists representing national and state-level media outlets. Over the course of his tenure, Todd has successfully prepared agency-related speeches, talking points, and other communications products for the Executive Director, the Deputy Director and the Governor. He has furthermore, developed agency-wide policies that established communication management best-practices and ensured organizational brand consistency across all media touchpoints.

In 2009, Todd was selected by the administration of Governor Bill Ritter to oversee a diverse range of media relations strategies for the Governor’s Energy Office (GEO) during the agency’s highly-anticipated implementation of the American Recovery and Reinvestment Act (ARRA) and its allocation of $150M in economic stimulus funding. Over a 24-month period, Todd successfully led the most proactive media outreach campaign in the agency’s 30+ year history; contributing as a key business partner in the public advancement of Governor Ritter’s New Energy Economy. To accomplish this, Todd, along with the media team, deployed an aggressive program marketing campaign that resulted in over 166,000 website leads, 38,000 call center inquiries, and 12,000 energy account conversions in less than 4 months. He additionally forged strategic alliances with partner agencies, local businesses and nonprofits to drive overall public and small business awareness of ARRA-funded rebate programs; ultimately leading to the release of $1M+ in the form of public rebates by 2010. In addition to these outreach initiatives, Todd represented the GEO as an agency spokesperson and directed the agency’s response to sensitive fiduciary inquiries brought forth by members of the media, the U.S. Department of Energy, and Colorado state legislators. He also produced gubernatorial speeches, background briefings, and travel briefs, amongst other communications products.Most notably, Todd authored and oversaw the conceptual design of three major publications that fully documented the GEO’s annual accomplishments and Governor Ritter’s New Energy Economy legacy; an initiative that will be known as a positive national model for state-level environmental stewardship for years to come.
