Mr. Harvey is an Agricultural Engineer specialised in Environmental Assessment and Natural Resources Management. He has Master degree in environmental engineering and project management. Mr. Harvey is experienced with donor environmental safeguards (WB, AfDB, IADB) for all aspects related to environmental planning and gender assessment. He has worked as Project Director and Team Leader on many bilateral projects (MCA-BF, CIDA) in Burkina Faso and Mali, and as team member for multilateral project in Algeria, Burkina Faso, Cameroun, Guinea, Haiti, Mali, Niger and Democratic Republic of Congo (DRC). Mr. Harvey cumulates 17 years of long term assignments in Burkina Faso, Mali and Senegal.Mr. Harvey directed a strategic environmental assessment and proposed mitigation measures for agriculture, animal resources and fishery intensification activities in eight (8) provinces of DRC. He also participated to the cumulative impact study of the Lom Pangar dam construction project, in Cameroun. Mr Harvey participated to the ESIA, ESMP and RAP of dam construction projects on the Niger river, in Taoussa, Mali, and in Kandadji, Niger.For 5 years, in Burkina Faso, he directed the environmental and social impact assessment (ESIA), then the implementation the environmental and social management plan (ESMP) of the Agriculture Diversification project (MCA-Burkina Faso/MCC). In the fight against climate change, he also directed all agroforestry, forestry and natural resources management activities of this important project.Mr Harvey is well aware of the anthropic pressures applied by populations on natural resources and the subsequent environmental problems. Therefore, he can adequately evaluate the impacts of a project on social and natural environment, propose mitigation measures and formulate projects in accordance with national strategies and policies regarding sustainable resources management in adequacy with socio-economic reality of the populations.
