Mr. Nelson’s responsibilities on the Enterprise Systems Engineering and Architecture (ESEA) contract are: direct support managing TTO as Deputy TTO Lead, led for the Joint InterAgency Cyber Tasks Force (JIACTF) project, supporting the Information Technology Transfer (ITI) Focus Group in the area on engineering Standards; support operational architecture products for interoperability; research industry engineering best practices to meet clients technical requirements of infrastructure modernization, and resolve issues associated with projects and field implementations.

Mr. Nelson was charged with Leading the Resume section of the SCREAMINGEAGLE proposal to which the SI was a sub. He managed all SI resumes to ensure direct compliance of the requirements as called out in the SOW. The SI supported team was awarded the Contract in September.Immediately after the SCREAMINGEAGLE proposal, Mr. Nelson was once again called upon to support the SI Priming effort in response to the SILENTROAR proposal. He was the Resume Section lead responsible for coordinating all efforts to clearly delineate all the requirements for resume to all SI and teammate personnel. He managed a team of five at the peak of the effort to complete all resumes to accurately fit the requirements of the SOW. Award of this proposal is still pending.Other responsibilities included Mr. Nelson assisting the Lead Engineering in executing a CMMI SCAMPI appraisal for SCAMPI audit to a CMMI Level 3 rating.Mr. Nelson was the Sr. Process System Engineer for Modeling and Simulation with responsibilities for process development supporting the Enterprise. His tasks included developing and managing process and related documents to capture Modeling and Simulation, and leading process review of modeling documentation.Mr. Nelson lead test engineering activities for the MDR II program, managing day-to-day test engineering tasking, promoting cross-component communications, liaison for the field locations to MPO, hosting bi-weekly working IPT (WIPT), maintaining staff at the sites, and furnishing testing schedule status to MPO.

Provided technical oversight for Network system upgrade and maintenance for SI-Laurel. Conducted systems analysis, developed requirements, and guided life cycle activities for system upgrade. Interfaced with the vendor’s for periodic technical exchanges; identified, managed, and mitigated risks as it pertained to upgrade efforts. Appointed company’s Liaison to county’s Economic Development Authority working to establish relationship with the SI-Laurel and local governments. Senior staff systems engineer responsible for; system engineering support, defining and implementing system engineering life cycle process improvement for the customer Organization. Provided direction and technical path to program teams in the development of tools and techniques for Net Defense systems. Served as the Sr. Thread engineer to the customer, developed requirements, and guided life cycle activities for new programs. Interfaced with the customer’s Technical Director regarding the status of the program and technical activities. Lockheed Martin, Technical Lead/Systems Integrator (SI) March 2007–April 2009 As Technical Lead, Mr. Nelson provided Systems Integration support for the Enterprise Services Group for projects developed internally and by external contractors. He successfully developed a Change Management Plan for the Operations Division. He developed and implemented new processes and a customized tool for an automated system to track approved changes. This new process and custom tool replaced a manual process that required the CM Department to enter data into three different tools. He supported the Certification and Accreditation (C&A) Group by establishing custom processes and tools for tracking projects throughout the project life cycle. These processes/tools were made available to multiple customer locations.Mr. Nelson provided Systems Integration support for projects developed internally and by external contractors. Developed and implemented a database to track Program/Project status from cradle to grave (cost, schedule, resources, and risks/issues). This process replaced a manual quad chart process. Provided management with monthly program/project analyses. Analyzed and identified customer requirements. Assisted in the establishment of functional and technical specifications and standards, solved hardware/software interface problems, and ensured integration of the systems/subsystems.
