CERN AR-GE, bilimin ve teknolojinin tüm dallarına katkı yapabilecek bilgi; beceri ve vizyona sahiptir, gerekli bilimsel ve teknolojik altyapıya sahiptir, evrensel değerlerle donatılmıştır. CERN AR-GE, Sağlık Bakanlığı; üniversiteler ve benzeri kurumlar/kuruluşlar ile koordineli olarak çalışarak çeşitli hizmetler vermektedir. Bu hizmetlerden öne çıkan, Ankara Üniversitesi bünyesinde gerçekleştirilen kısa yarı ömürlü radyofarmasötik üretimi projesidir. İlgili projeyi Ankara Üniversitesi Nükleer Tıp Ana Bilim Dalı yürütmektedir ve T.C. Kalkınma Bakanlığı tarafından desteklenmektedir. Türkiye için bir ilk olan bu proje için, CERN AR-GE uzman kadroları; idari ve teknik hususlarda hizmet vermektedir. Türkiye de bir başka benzeri bulunmayan bu proje kapsamında oluşturulacak medikal parçacık hızlandırıcı sistem (siklotron) ile buna bağlı ARGE ve referans merkezi sayesinde Türkiye de üretilemeyen radyoizotoplar üretilerek bilimsel araştırmalar yanında sağlık hizmetlerine de önemli katkılar sağlanmıştır.CERN R&D has knowledge, skill, vision, necessary scientific and technological infrastructure to contribute to all branches of knowledge, also it is equipped with universal values. CERN R&D works in coordination with Ministry of Health of Turkey, universities and institutions/organizations to provide various services. Prominent of these services is radiopharmaceitical production project at the University of Ankara. Related project is an instructor at the Department of Nuclear Medicine of Ankara University Faculty and also this project is supported by Ministry of Development of Turkey. This project which is a first for Turkey takes services about administrative and technical matters by specialist staffs of CERN R&D. The project is not like any other projects in Turkey. It builds cyclotron and related center of R&D, so the center will produce radioisotopes which are not produced in Turkey. Because of this, the project contributes to scientific researches and health services.

Field Coordinators administer the critical and fundamental implementations under the Health Transition Project who work on all provinces in order to carry out the effective ‘implementation of the Health Transition Program’.• To reorganize the health services by meeting the managers in all levels of central and provincial systems of the related agencies and institutions as well as the local managers,• To perform the production and implementation of urgent measures to prevent any problems in the health services during the reform process, • To carry out monitoring and evaluations in the related health units so that the reform process carries on properly and quickly.

• to track down activities and the implementation on site during the transition to Family Medicine, and to intervene by using the authority given by the Minister of Health when necessary, • to maintain coordination regarding implementation and deployment of health information systems especially in all provinces,• to maintain coordination relating to transition to Universal Health Insurance especially in all provinces,• to coordinate the activities regarding hospital autonomization,• to conduct on site evaluation for the investment projects proposed to the Ministry and to state their opinion on the subject,• to state opinion with the aim of preventing the problems relating to human resources when necessary and maintaining balance in staff distribution,• to sustain regular information flow to the Ministry of Health from the regions under their responsibility about the course of the Health Transition Program, the problems encountered and the interventions,• to submit general solution suggestion with the aim of enabling rapid solutions for the problems which will occur during the on-site implementation process,• to provide urgent solutions for the problems, which require urgent intervention and are encountered in the regions under their responsibility, within the scope of their authority level which will be determined by the Ministry,

• completing the process of MOH restructuring, thereby separating stewardship functions from the provision function; • reforming public health facilities to operate as independent or quasi independententities;• expanding family medicine throughout Turkey and strengthening the role of family medicine practices in managing referrals to higher level health facilities; • managing patient demand for unnecessary medical treatments and pharmaceuticals through careful application of copayments;• restructuring the public health system to adequately address emerging public health challenges in Turkey.

• To plan all types of preventive, diagnostic, therapeutic and rehabilitative healthcare services, perform technical arrangement, establish standards and classify its servers by these services, procure the related work and operations. • To plan healthcare services requiring special planning such as organ and tissue transplantation, blood and blood products, dialysis, assisted reproduction treatment, health at home, burn and intensive care, and coordinate the institutions and foundations offering these services. • To permit and register healthcare institutions and foundations of public and corporate bodies along with natural persons, revoke the permit and registration definitely or indefinitely when it is necessary. • To determine or approve the healthcare service fees. • To regulate the patient rights and the safety of patients and workers. • To audit the compliance of healthcare institutions and foundations with the legislations, Ministry policies and regulations and impose necessary sanctions. • To compose necessary commissions to generate planning and standards. • To define methods resolving disputes arising between healthcare institutions and foundations and beneficiaries. • To regulate traditional, complementary and alternative medicine practices, permit and inspect all types of practices submitted by a health statement and abort all activities and promotions against regulations and permits. • To regulate, permit and inspect the clinical trials carried out in areas outside pharmaceuticals, medical devices and medicinal products. • To define quality and accreditation rules for healthcare services and ensure that they are implemented.
