Evaluate contractor Health, Safety and Environmental Management SystemMaintain CHSEMS database and ensure that the verification, approval and evaluationprocess in the database are conducted timely. Ensure CHSEMS processes inQualification Phases are complying with business process. Ensure all risk assessmenthave been verified and approved prior to continue to the next procurement process.Conduct evaluation of Contractor HSEMS in conjunction with Procurement PreQualification Stage. Tracking and monitor the closure of variance process action plan.Facilitate to develop and review Contractor HSE Plan. Monitor Contractor HSE Planimplementation (incl. facilitation of pre-execution inspection, HSE orientation, auditand inspect job execution, demobilization HSE plan and site restoration after jobcompletion). Facilitate contractor HSE Meeting. Provide advice related to CHSEMS(business process and database) to users and contractors. Monitor contractor’saccident and incident investigation data. Provide contract services and control operation cost/budget.The principal objective of this position is to provide valid contract, and to maintaineach of the active contracts by monitoring its implementation and compliance towardConocoPhillips core of business and Government policies and regulations by closelyinterfacing with Procurement’s contract section.Understand the materials /services required by the operation and serve as a primarycontact in a highly interactive manner with Operation.Responsible of the implementation, development, monitoring valid contract andproposing improved standardsEnsure that all contract documents are Auditable and Align with Company BusinessEthic policy and create based on budgetProvide guidance to ensure business process systems (hardware and software) are inplace to support effective cost and schedule.Monitoring, analyzing and reporting on financial/accounting activities to ensurecompliance with Companies policies and proceduresThis job will encompass the offshore facilities and reports directly to the OffshoreActivity Coordinator. The job requires interfacing with others who report to differentdepartments in the organization. It requires general knowledge on aboard range oftopics such as platform structures, pipelines, sub sea facilities. The incumbent shouldhave the ability and a working knowledge of computer mainly to carry onmaintenance planning and analysis by utilizing maintenance management system(SAP).

Provide contract services for offshore operations in timely manner with best contractor and price

Coordinating management of change and provide contract services.As an MOC Coordinator, responsible to coordinate and monitor the MOC process at the site location. Assign the MOC number and track its status (this will not apply if system is online/SAP as the numbering will be automatic). Recording MOC in the log book toensure continuity of documentation (not apply if system is online). Submit the proposed change to the relevant manager for approval Assist the Initiator / Project Responsible to appoint an appropriate Review Team as necessary. Compile the necessary documentation at the end of the MOC project and ensure correct close out. Ensure the relevant organization proposing the MOC understand & follow the appropriate steps in the procedure. Available to facilitate forthe review team as necessary. Assess the MOC process for compliance to MOC procedure. Verifying all necessary documents and drawing to be up dated and approve as “As Built drawing”. Ensure that MOC procedure applies to both permanentand temporary changes. Examples of proposed changes include, but are not limited to the following: Technical & Engineering Changes (Machinery replacements, Material specification changes, Function/design modifications, Process/operations technologyalterations, Change with impact to Safety Case “safety critical elements”, Process & Procedural Change)Provide valid contract, and to maintain each of the active contracts by monitoring its implementation and compliance toward company’score of business and Government policies and regulations by closely interfacing with Procurement’s contract section.To maintaining and analyzing active contracts that applicable to supporting operation and maintenance activities. To monitoring its performance during implementation period, log and record grey area that lead to raise dispute. Maintain and ensure that all contract documents are auditable and align with company Business Ethic policy and create based on budget.

Procurement process and strategyAnalyze Procurement data and define strategy for Procurement Improvement andproviding input to procurement (including Procurement Specialist, ProcurementManager, etc) for any chance to improve Procurement process. Coordinate withLegal, Business Ethic, Business Excellence, Information System, etc for anyProcurement Business Process. Support on iCMS system implementation. EnsureProcurement cost saving are updated in intranet, Procurement Web is updated andProcurement Card process and all supporting documents are kept appropriately.Provide monthly Procurement Card report. Support to Procurement for any updatedin Procurement business processes or Procurement Manual. Improve procurementprocess for frequent activity such as creating working instruction by acting asprocess owner. Ensure Procurement Web updated (Business Priorities, Organization,Tracking System, Vendor Information, etc). Perform other assignment on case bycase basis as instructed by Supervisor(s)

Supporting the operations and warehouse on material provide.Responsible for handling material requisition starting from analysis materialspecification or scope of supply, bid/RFQ created, Bidders Selection, Evaluation,Negotiation until award process. Handled material requests and serves as a primarycontact in a highly interactive manner with the customer needs and must able tostay on top of the status of each requisitions they are handling at all times, and mustbe able to respond quickly to operations’ queries and needs.Analyzing and evaluation quotations or bids, considering impact on customerrequests, materials quality vendor classification as per government regulation,reasonable and competitive prices, delivery schedule, vendor and services reliabilityand legal exposuresImplement and maintain good relationship with users/customers, being able tocommunicate in a professional matter both verbal and in writing, and response toemergency requests in the best possible time frame

Managing the Material Master DataResponsible for cataloging all materials data on the SAP system to supportingmaterial requirement smoothness process. To maintain/update materials as userrequirement, in the creating specification of material description, materialtype/material group, storage location, MRP location, MRP setting, Material Purchasingdata, and accounting cost elements with respect to Conoco Core Value;Safety/Occupational Health, Environment, Ethics and Valuing All People.
