Provide operational, financial, contractual, and regulatory compliance oversight to the management and implementation of many large, multi-year USAID-funded contracts in East Africa and Central and South America. Manage new business initiatives including process oversight, consortium and teaming agreement negotiations, technical proposal development and coordination, and budget development and negotiations. Responsible for corporate compliance, operational risk assessment and mitigation, and federal reporting.Provide oversight in the development, implementation, and compliance of all prime and sub-tier contract and grant activities.

Oversee the operational, financial, administrative, and sub-tier contract management for all of Fintrac’s projects based in Africa and Washington DC. Provide overall leadership, guidance, and direction to a staff of eight. Recruit, train and mentor direct reports and field staff. Develop and implement policies and procedures to maximize efficiencies and effectiveness of work. Create innovative strategies to capitalize program output, achieve technical and financial success, and communicate results. Develop budgets, write cost narratives, conduct research, and deliver technical narratives and GIS data visualizations for new business proposals. Provide capacity building and career development for staff. Refine and create technologies to monitor program expenditures and inventories to make more informed management decisions.

Supervised the solicitation, selection, negotiation, development, and management of Fintrac’s entire sub-tier firm fixed price and cost reimbursable contracts and grants, spanning across ten countries. Reviewed all subawards to ensure all costs are allocable, allowable, and reasonable, comply with all federal rules and regulations, adhere to Fintrac policy, and contribute to the achievement of program goals and indicators. Create and implement policies and procedures to ensure compliance with FAR, CFR, and AIDAR federal contracting rules and regulations. Provided department leadership, guidance and development for a staff of three.

Responsible for the financial, operational, subcontract, and public-private-partnership management of the company’s two largest programs: the USAID Feed the Future (FTF) program in Cambodia (HARVEST), and the FTF program in Kenya (KAVES). Financial management responsibilities for both programs included; invoicing, budget management and forecasting; cost reconciliation and allocation, and financial reporting. Operational management requirements included; personnel management, recruitment, training, and development; USAID regulatory knowledge and compliance; monitoring and evaluation of performance indicators; report writing, market analysis, and maintenance of project website. Subcontract and public-private-partnership management responsibilities included; concept development, subcontract solicitation, selection, budget and contract development and negotiation, contract and regulatory compliance and monitoring; and financial management.

Provided operational, financial, communication, monitoring and evaluation, and subcontract management support to the FTF Cambodia HARVEST project. As startup manager, coordinated all startup activities for the FTF Kenya KAVES program from January to March 2013. Accomplishments included; recruited, hired, and trained core KAVES support staff; negotiated and developed fixed price contracts for implementing subcontractors; procured vehicle fleet, offices, and equipment; met with key government and private sector stakeholders to announce the program and get buy-in; developed workplan and monitoring and evaluation plan. Developed GIS architecture for the company and created interactive story applications and other maps used for new business, project planning and analysis, and communicative materials.

Provided operational, financial, and subcontract support to the USAID-funded Cambodia HARVEST, Nepal NEAT, and Tanzania TAPP programs. Provided support as a startup specialist for the rapid startup of the Cambodia HARVEST project.

Oversaw the arrival and departure process for all guests, coordinated transportation services around the resort property and offsite, and facilitated group check-ins and excursions. Supervised a staff of ten bellmen and two greeters and managed the daily operations for the hotel’s bellstand. Increased customer engagement and satisfaction Gallup survey scores for the check-in process by 15 percent within the first three months of taking over the department.

Managed daily operations for the RC Destination Club and the RC Hotel Recreation Department. Recruited, trained, and developed staff of 35. Achieved month-over-month increases in customer engagement and satisfaction on Gallup surveys, and earned the number one ranking for pool and beach experience across all company resorts on twelve separate occasions. Generated $2 million in new revenue streams through innovative activity offerings and sailboat excursions. Planned annual budgets, conducted monthly forecasts.

Supervisor and department trainer for 20 employees. Responsibilities included even planning, scheduling, equipment maintenance, and overseeing the daily operations of the Recreation Department.
