The Lives and Livelihoods Funds (LLF- https://www.isdb.org/llf) is a partnership between the Islamic Development Bank, Through its poverty alleviation arm (The Islamic Solidarity Fund for Development), the Bill&Melinda Gate Foundation, The Qatar Fund for Development, The King Salman Humanitarian Aid and Relief Center, the Abu-Dhabi Fund for Development and DFID. By pooling grants from these donors, with lending from the IDB, the LLF offers low-income eligible countries concessional financing resources for essential development projects: Health, Agriculture and basic infrastructure. Over a five year period (2016-2020) the LLF will make $2.5 billion available for these projects. LLF aims at lifting millions of people out of poverty and save millions of lives.

- Report directly to the Board of Executive Director on Results and Impacts of the Bank’s financed projects in its Members Countries- Evaluate, formulate findings/ recommendations and disseminate them for accountability and learning purposes- Through evaluating operations, in implementing the Annual Work PIan; ensured that the widely accepted evaluation criteria of the OECD (DAC) as well as the Good Practice Standards (GPS) in both public and private sectors set by the Evaluation Cooperation Group (ECG) are adhered to- Undertake internal quality assurance exercise for the produced reports and recommendations and lessons learnt- Participated in the evaluation of key programs such as the Renewable Energy Line of Financing for the Development Bank of Turkey, a low BTU combined cycle IPP in Pakistan and others - Knowledge acquired from the long experience in designing and implementing operations has been essential in revisiting the self-evaluation and alignment self-evaluation review and validation.

- Successfully led project portfolio management and performance assessment at country level (11 for West African countries)- Provided insight for the sector specialists to address implementation issues and ensure accurate compliance to the Bank’s rules and procedures- Led implementation of country and sector strategies, projects and programs- Supported activities of the Sector Departments in Senegal and West Africa- Substantially contributed to key projects: Yellow Fever Vaccine Production Plant in Senegal, backstopping PPP team for stage negotiations on disbursements for the Blaise Diagne International Airport (AIBD), Appraisal of the Regional Express Train (TER) in Dakar (€300 million) and Water Supply Project for Dakar (€133 million)- Followed up on implementation with effective actions on more than 50 delegated projects- Expediting contracts implementation : LCs opening and delivery of medical equipment for the Dalal Jam Hospital project, Senegal- Successfully resolved serious projects contractual issues : Tien Konou and Tamani Hydro-agricultural Project, which enabled resuming activities in the main channel of Dioro, Mali.

- Led, assisted and participated in drafting internal Project Review Reports based on a variety of studies and master plans as well as environmental and social data - Participated in and led discussions with officials and beneficiaries’ representatives for preparation and appraisal of projects to ascertain technical and economic project viability; - Ensured beneficiary understanding and compliance with terms and conditions of IDB financing- Executed swift disbursement in accordance with Bank standards and ensured effective implementation, anticipating bottlenecks or issues and supervising field missions- Oversaw timely and effective design of procurement packages and ascertained compliance with IDB guidelines to ensure fair and transparent competition- Participated in numerous sector works, sector and country policy dialogues for IDB programming missions in energy and other infrastructure sectors- Provided significant feed-back and lessons learnt from past experience during the formulation of the power sector policy of the bank- Designated technical advisors for project due-diligence, supervision/performance testing for the private sector unit of the Bank (PPP).

- Approved capital expenditure for the Group’s Chemical Business Units (Safi & Jork Lasfar)- Participated in technical committees for the selection of technology and procurement for the replacement of sulfuric acid plants in Safi- Reviewed technical options for the replacement of obsolete steam turbines for Maroc-Chimie platform- Provided advisory services for the overall turnaround of the plants, especially the Revamping and capacity increase of the sulfuric acid unit after privatization of Paradeep Phosphates Limited, India PPL in pursuance of disinvestment by Government of India and takeover by Zuari-Chambal Group and OCP- Participated in the technical due-diligence for the acquisition of Fertiberia, Spain by OCP of its plants located in Huelva- Performed technical valuation of the assets.

Systematic technical auditing and performance analysis of the units and plants; optimization of the plant’s Operations and Maintenance planning in coherence with the complex overall operations plan. Implementation of Quality and Environment Management Systems, development of innovative energy recovery project and initiation of its registration as a CDM project. I operationalized the health, quality, safety and environment improvement through formalization of customer/supplier relationship. I was also in charge of the preparation control and monitoring of the Opex for the plant.I initiated and implemented several projects related to water treatment, energy and sulfuric acid technologies and processes, undertaken from basic ideas up to start-up: (i) Revamping, capacity and heat recovery improvement of 6 sulfuric acid units (5 mm MT/year) : +15% capacity increase for US$35 million, debottlenecking basic and detailed engineering design in collaboration with technology and licenses providers and investment optimization including improvement of the environmental performance (ii) Overhaull scheduling and maintenance jobs subcontracting, standardization of controlled chemical cleaning of heat transfer equipment, (iii) Post Revamping update of Operational Procedures and on-the job training of operators. Preparation of the final Completion Report.Part of the technical committee for the preparation and negotiation of the Utility Supply Agreement with IMACID the first joint venture project between OCP and Chambal Fertilizers.Initiation and preparation of tender documents for the Incorporation of a Heat Recovery System in a sulfuric acid plant (USD 20 million, 128 GWh/yr).Comprehensive modernization and upgrading of sulfuric acid control systems into DCS including full automatization of some sub-units.Development of feasibility study for sea water desalination using waste energy from sulfuric acid plant

- Safi Phosphoric Fertilizer Complex, Maroc Phosphore 1 (Power & Steam) and Maroc Phosphore 2 (Raw River to Demineralised Water Treatment Plant) - Seconded as Production Manager - Sulfuric Acid & Utilities at Jorf Lasfar Complex- Systematic technical auditing and performance analysis of the units and plants; - Preparation, control and monitoring of the Opex for the plant and optimization of the plant’s Operations and Maintenance planning in coherence with the complex overall operations plan. Implementation of Quality and Environment Management Systems, development of innovative energy efficiency project (CDM project; - Operationalization of Health, Quality, Safety and Environment standards and formalization of customer/supplier relationship (under ISO9001) with systematic monitoring; Beyond the day-to-day operation of the plants, I initiated and implemented several projects related to water treatment, energy and sulfuric acid technologies and processes, undertaken from basic ideas up to commissioning:(i) Revamping, capacity and heat recovery improvement of 6 sulfuric acid units (5 mm MT/year) : +15% capacity increase for US$35 million, debottlenecking basic and detailed engineering design in collaboration with technology and licenses providers and investment optimization including improvement of the environmental performance -Project published in a special edition of “British Sulfur Magazine”,(ii) Overhaull scheduling and maintenance jobs subcontracting, standardization of controlled chemical cleaning of heat transfer equipment, Initiated important projects such as Development of feasibility study for seawater desalination using waste energy from sulfuric acid plant: a Combination of MED thermal technology within the Monsanto chemical process and Heat Recovery incorporating high quality materials. Preparation of RfPs for detailed Engineering Design. - Tender documents for the Incorporation of a Heat Recovery System.
