As a Youth Decoy, workers and an undercover officer are sent to stores that are registered to sell tobacco products. The purpose is to assess if stores are store owners are in compliance with federal laws regarding what age a person can purchase tobacco. This is discovered as the Youth Decoy attempts to purchase a tobacco product under-aged.
