Hazel Anne Intia has 5 years of experience in public communications, open governance, and development economics within the public sector. Hazel currently serves as a public communications specialist for the Philippine Department of Budget and Management (DBM) and the speechwriter for the Budget Secretary. She also led the creation and institutionalization of the Department’s Strategic Communications division in 2022, where she currently serves as its Supervising Information Officer. Specifically, her primary duties include overseeing the Department’s participation in international and local economic briefings (e.g., Philippine Economic Briefings, Economic Team’s meeting with Credit Rating Agencies, and Non-Deal Roadshows), spearheading press briefings and media engagements of the Development Budget Coordination Committee (DBCC), formulating communications strategies for budget reforms on open governance and public financial management, and serving as the main focal person for inter-agency communications technical working groups, among others. She also served as an editor and researcher of the DBCC’s first legacy book, “50 Years in Harmony: A Historical Review of the Development Budget Coordination Committee,” which provides a historical analysis of policies, programs, and reforms introduced by the DBCC for the past five decades. Prior to her role as Supervising Information Officer, she served as one of the Secretariat of the Open Government Partnership (OGP) from 2019-2021, where she advocated for the timely disclosure of COVID-19 funds in open data format on the Department’s official website. Relatedly, she led the conduct of the International Budget Partnership (IBP)’s rapid assessment survey on the national government’s COVID-19 Accountability efforts from December 2020 to January 2021. With this, the Philippines was recognized as one of the top four (4) countries to have demonstrated adequate accountability in its early COVID-19 fiscal policy responses.She currently holds a Master’s degree in Development Economics from the University of the Philippines. She likewise obtained her Bachelor’s degree in Economics with Cum Laude honors from the University of Santo Tomas.
