About Heather Baughman

As a SIGINT Advisor and Trainer for the ARNG G-2, I provide SIGINT program development and support to ARNG units to promote Soldier readiness, increase training, and encourage retention. I provide customized scenario development, on-site equipment/analytic training, and unit leader briefs. I also researched and authored the ARNG SIGINT Leader's Handbook that addressed policy gaps, provided guidance to unit leadership at multiple echelons, and presented complex processes in easy-to-follow steps. This position allowed me to grow as a leader and an independent thinker as I routinely had to advise way above my pay grade in a manner that would be received and executed. I continued to improve in product development and created a number of founding documents for the ARNG Technical Control & Analysis Element. While working as a member of the Intelligence Reachback Operational Center in support of Task Force Arrowhead covering TAAC-S, I was promoted to positions of Team Leader and Lead Analyst through demonstrated leadership, consistent and adaptive analytical abilities, constantly seeking training opportunities, and developing expertise in multiple analytical toolsets. Additionally, I conducted analytic product development that covered network trend analysis, target identification, predictive data analysis, the development of location-based data sets that allowed for target anomaly identification, and the presentation of time-sensitive information affecting the strategic and tactical level picture. As a member of the Technical Services Group at Advanced 1, I was able to develop a key attention to detail which would become key in analytic product development and quality control positions. I also gained ample experience in leading individual and group training sessions, explaining the significance of adhering to and benefit of exceeding company and community standards, and evaluating/developing efficiency and accuracy in trainee production.
