I loved my work at the City of Somerville. It fell into three areas: 1) Clerk to Affordable Housing Trust: The Trust controls revenue generated by the City's linkage policy, inclusionary housing fractional payments and the Community Preservation Act, and allocates it to non-profit real estate developers, rental assistance providers and housing related social service agencies to create, preserve and support affordable housing. I managed all Trust business. I performed the Trust's financial reporting and budget projections. I coordinated an annual RFP process for the development of affordable units and programs such as rental assistance and housing related social services. I reviewed proposals received and provided recommendations to Trustees for funding decisions. I managed the subsequent contracts and reported on Trust activities and outcomes to the Community Preservation Committee, the City Council and the State Department of Revenue.2) Homelessness providers network: I provided staff support in the City of Somerville Housing Division's role as Lead Agency in the Somerville-Arlington Continuum of Care (CoC), the network of homelessness providers in Somerville. I assisted in the preparation of the CoC's Consolidated Application for HUD's CoC NOFA Competition for four consecutive years. This included the review, rating and monitoring of CoC programs. As a part of other CoC responsibilities I led the City's participation in the Point-in-Time count and Unaccompanied Youth Count. I helped draft governance charter and other CoC documents, and I sat on the panel making local CDBG Public Service Grant funding recommendations. 3) Compliance monitoring: I facilitated the negotiation and execution of monitoring agreements between the City and developers of affordable housing and property managers. Other compliance monitoring work included leading the required regular recertification of the City's Community Housing Development Organization (CHDO). Show less
