In addition to representing clients in US Federal Communications Commission proceedings, he has worked in many emerging markets across Africa, the Middle East and South Asia, particularly on issues of licensing, competition rules, spectrum and infrastructure, general regulation and legislative advocacy. He also teaches seminars in competition policy, licensing and digital regulatory issues to national regulators’ staff. David holds a BA in Economics & Political Science and a Juris Doctor from Vanderbilt University and a Master of Laws from the London School of Economics with a specialism in IT, Media and Communications Law.
