This Las Vegas based rising mid-size company is an up-and-coming leader in manufacturing and distributing industry’s best ballistic armor personal protection. Performance of its ballistic armor shields and body armor far exceeds the competitive field with exponential growth serving law enforcement and the military in the US, Canada and most recently with market introductions in Europe and Africa. I was proud to be a part of JPI², a great small business transitioning from internal investment of patented tech development to a trajectory leading to productization and market-entry. A rising mid-size energy services company headquartered in Vermont. Led successful corporate development and actions to establish and operate waste-free, hydrogen fuel cell electric power generation facilities in New England, CentAm (Guatemala and Panama) and North Africa (Libya and Tunisia). Guided successful dialogue with oil/natural gas companies, regulatory and land development authority of state Utilities and for incentive funding by national governments. Personal engagement with Utility Administrators and government ministers. Activity aligned with DoE, US State Department programs. In New England, dialogue centered on improving and adding uninterruptable sourcing to a sorely deficient availability of electric power in many jurisdictions. In Guatemala, electric power generation facilities were proposed to serve two purposes: One, to provide electric power to remote areas. Two, to provide electric power to begin cleaning the badly polluted lakes that serve the needs of hundreds of thousands of people. In Libya and Tunisia, electric power generation facilities were proposed to support reconstruction and expansion of oil and natural gas fields and sustained power to support operations and distribution.

In September 2017, the Virginia House of Delegates appointed me as Member. As one of nine members from across the Commonwealth, we were charged to provide international trade-related guidance to the Virginia Economic Development Partnership (VEDP) Board of Directors, the International Trade Office and other State agencies. This new Committee's aperature of engagement is rather broad, to include focus on the Commonwealth's Economic Strategy, the Commonwealth's domestic & international level of competitiveness, enabling Virginia companies to expand market share abroad and increase sales, and public sector policies and legislative acts which have bearing on Virginia's international trade-related matters. Committee Members are business leaders from across the Commonwealth representing several market verticals with an impressive culumulative level of international trade experience. Led efforts for successful direct commercial award of largest contract to an American company by Gov't of Libya ($1.4B) since their revolution (exclusive for five years). I had the pleasure of leading an int'l consortium (Sabre-i3 Ltd LLC, i3 Managing Partner with Sabre Systems as minority partner) of over 20 companies and strategic partnerships to provide irregular warfare related security services in remote, unstable or vulnerable strategic regions in MENA. Oversight included development, management and mobilization of Sabre-i3's organization and scope of complex program providing the majority of homeland security products, integrated technology solutions, services, new infrastructure, crisis response and multi-scope training. Required stewardship of relationships at all levels of Libyan Gov't to also include political parties, labor and civil society entities. Activity also included partnerships and vendor services throughout the GCC and Malta. Benefited from direct relationship with US State Dept, NGOs and various embassies. Contract remains unfunded due to conflict and unresolved fractures in the Libyan Gov't.

Senior Executive Director with responsibilities leading corporate strategy development and a line of business focused on improving US/Partner Nation homeland security, rapid response irregular warfare, counter-narcoterrorism/networks and illicit trafficking. Emphasis was placed on responding to DoD sponsored counter-illicit trafficking requirements in LatAm, MENA and Africa, as well as, similar international programs in fragile, unstable regions. Principal focus was leading the partnership between Sabre Systems and Innovation Integration, Inc (i3), to include a consortium of 50+ companies, in support of NAVAIR’s Counter-Narcoterrorism and Illicit Trafficking (CNIT) program, and separate instability and homeland security programs in North Africa. Scope of worldwide performance for DoD covered 20+ distinct verticals leveraging leading edge tech convergence, optimization of diverse multi-national human capital, sensitive national-level strategic planning and distributed operations. Transitioned to Sabre-i3 Ltd LLC to improve efficiency of contracted MENA activities.

Under directed contract to SBG Technology Solutions, performed classified services directly for COMNAVAIR 4.5/Aviation Counter Narcotics. Scope included assessment of all DoD sponsored and/or managed counter-narcoterrorism programs in the Western Hemisphere Transit Zone (essentially from the Colombian-Venezuelan border to the Guatemalan-Mexico border and all of the Caribbean). Extensive multi-nation in-country(s) groundwork and ministerial level dialogue, US Interagency and DoD/USSOUTHCOM engagement. Recommendations focused on increased partner nation commitment, participation and capabilities, increased persistent surveillance, increased counter-drug multi-mission capabilities and increased precise locating and apprehension capabilities. Recommendations intended to inform FY11-16 DoD Budgets. Report findings included comments on tactics, interoperability (US and partner nations), communications, employment of DoD active duty and reserve assets, acquisition of or repurposing available equipment, assets and systems, changes to funded programs and modifications to established titles and authorities. Results of this project formed the basis of a new COMNAVAIR Counter Networks and Illicit Trafficking Directorate (CNIT). That office issued an RFP in late 2011 (valued estimated at $4-5B) with specific intent to implement the findings and recommendations of the original NAVAIR 4.5 CN project. Subsequently, the objectives and scope of today's DoD Counter Narcotics and Global Terrorism (CNGT) programs are also based on that original NAVAIR project.

Within DRS Technical Services Inc., my focus was line of business P&L management centered on accelerating business growth across the broader DHS community while improving programs management and optimizing capabilities borne from the company's then recent acquisition by Finmeccanica NA, Inc. Purview included an organization of 230 employees of diverse backgrounds across the US & Pacific Rim with oversight of equally diverse accounts such as providing edge-technology intrusion detection of 40 US Army posts and approximately 60 designated critical facilities in the National Capital Region to foreign application of DHS border points-of-entry solutions. Activity included ISO 9000 certification and expansion of bi-coastal offices. Transitioned due to company restructuring in an austere domestic budgetary climate.

Initially Program Management Manager for all PMO aspects of $25B Deepwater Program (Lockheed+Northrop Grumman) managing offices in Wash DC and New Jersey. Transitioned to Senior PM for Lockheed's then new Port Security Program. Focus was on the emerging secure commerce market with an aggressive portfolio of ICT/C3 and systems engineering. Accounts included domestic ports and vital industry critical facilities to comply new federal state regulations, scanning technology standards and international protocols. Activities transitioned abroad to apply compliant technology solutions, as well as, P&L management of then industry's largest coastal & border surveillance and vessel traffic management program covering over a dozen countries. Relationships with NGOs, UN agencies supported program goals. Scope included ICT protection, offshore energy infrastructure & protection services, and integration of inter-modal asset tracking and crisis management tools across global supply-chains. Organization of +200 engineers, analysts and practice area professionals distributed worldwide.

Within L3 Global Services and Engineering Services (GS&ES), my focus was re-evaluation of business growth strategy and further alignment of market development & line operations. Markets included leading edged domestic/international homeland security & surveillance, land & coastal border management, ICT protection (i.e., cyber-risk, network forensics, identity management), law enforcement training and related tech insertion/export controls. Led and put in place final structures for awards of capital projects in the MENA valued in excess of $300M while shaping similar performance in India and Latin America. Transitioned due to company restructuring in an austere domestic budgetary climate.

As the Navy PM in the Guardian Program ($1.1B) led support of DoD efforts to assess, design, field and sustain complex unconventional defense technology capabilities at 200 military bases worldwide. Oversight included distributed teams, contractors and supply-chains tethered to a gov't schedule influenced by collaboration with the US Federal Sector, NGOs and UN business associations. Previously, as a Homeland Security Account Manager for the Pacific Region (less Hawaii), led several business units and small business/mentor protégés to perform related professional & technical support services for Pacific Rim governments. Performance included leading homeland security grant applications, state budget development, advising maritime trade regulatory changes, and implementation of DHS funded public safety and crisis management programs in PA, FL, GU, CNMI, FSA at state, territorial and local levels. Significant engagement with DoD designing, delivering first-ever integrated DoD-Guam C4I capabilities. Speaker at forums in the US/Pacific and led industry discussions with Members of Congress.

As a Navy Commander, developed & expanded a new classified agency program that drove cited improvements to various DoD programs valued in excess of then $200M. Program enhanced effectiveness of operational plans in unconventional environments worldwide in-parallel with related analytic & technical services support to the Joint Staff, ASD(R&E)+DARPA and the broader Inter-Agency & NGO Communities. Direct participation restructuring / merging unaligned intra-agency entities using organizational transformation / business process management methodologies. Applied innovative capabilities to identify & examine technology applications and DoD/commercial systems architectures while exploiting integrated systems’ performance data to assess cost-benefits of both acquisition & capabilities-based solutions. New products & results of managed classified chemical agent field testing and modeling simulations improved the tech basis of accelerated R&D projects while substantially improving overseas military and civil-defense plans.
