Scope included assessment of all DoD sponsored and/or managed counter-narcoterrorism programs in the Western Hemisphere Transit Zone (essentially from the Colombian-Venezuelan border to the Guatemalan-Mexico border and all of the Caribbean). Extensive multi-nation in-country(s) groundwork and ministerial level dialogue, US Interagency and DoD/USSOUTHCOM engagement. Recommendations focused on increased partner nation commitment, participation and capabilities, increased persistent surveillance, increased counter-drug multi-mission capabilities and increased precise locating and apprehension capabilities. Recommendations intended to inform FY11-16 DoD Budgets. Report findings included comments on tactics, interoperability (US and partner nations), communications, employment of DoD active duty and reserve assets, acquisition of or repurposing available equipment, assets and systems, changes to funded programs and modifications to established titles and authorities. Results of this project formed the basis of a new COMNAVAIR Counter Networks and Illicit Trafficking Directorate (CNIT). That office issued an RFP in late 2011 (valued estimated at $4-5B) with specific intent to implement the findings and recommendations of the original NAVAIR 4.5 CN project. Subsequently, the objectives and scope of today's DoD Counter Narcotics and Global Terrorism (CNGT) programs are also based on that original NAVAIR project.
