My main objective was to improve the Township's ability to manage development and protect natural resources.Accomplishments/Position Subcategories: Rocklyn Station Traditional Neighborhood Development Overlay District co-written and adopted – This project resulted in the complete revision of the Township’s development prioritization and increased by 2 times the level of incentive for transferring and using development rights.  Zoning Hearing Board – represented the Township at Zoning Hearing Board public hearings for applications for variances, appeals, and special exceptions, including preparing written and verbal testimony. Regulatory Flexibility - prepared amendments to zoning and land development requirements that reduced demands on applicants and promoted greater flexibility, and recommended case-by-case changes to financial security requirements that provided applicants with fewer upfront costs for new development. Zoning Administration and Evaluation – prepared written responses to requests for information; evaluated subdivision and development plan submittals for adherence to Zoning and Subdivision/Land Development Ordinance requirements; followed up compliance following the public review and approval process including coordination of financial guarantees and State environmental reviews and approvals. Grant Management - prepared and submitted grant project funding packages for processing, and came in within budget on all grants supervised. Workforce Housing Final Report – developed recommendations with input from a Task Force to increase the Township’s ability to provide housing that was affordable for the existing population. Incentives recommendations were written and adopted with the Rocklyn Station District project.

This was part of a 3-person team and was adopted with the redevelopment plan by the City Common Council in 2011. Transportation Grant for Corridor Study, Middletown Township, Bucks County, PA – A grant application for which I wrote the scope of work and budget for a corridor redevelopment study, asking for $50,000 in grant funds from a grant program through the Delaware Valley Regional Planning Commission. The grant was awarded in 2007 at 100% of the requested amount.

This plan built on an earlier market study and connects new development to existing and concentrated infrastructure improvements. Joint Comprehensive Plan, Penn Township and New London Township – complete new plan written for 2 townships adopted in May 2003. The joint plan identifies the ways the two townships can provide efficient services and areas for new development. Zoning Ordinance, East Fallowfield Township – comprehensive rewrite adopted in October 2002. The Ordinance implements the economic development policies including emphasis on residential targeted growth and maintaining existing commercial areas. Open Space Design Option amendments, Franklin Township – revisions adopted in December 2001. Grant Management - worked with municipal representatives and private consultants in 16 municipalities throughout Chester County to promote more flexible and definitive development policies and regulations using County grant funding as assistance.
