• Plan schedule and direct through subordinate supervisors the activities of a large group of employees in the planting and upkeep of City Trees, Urban Beautification, Street Division, Stormwater, and Vehicle Maintenance. Assist with operations and maintenance of Engineering and Water/Wastewater Divisions. • Procures and coordinate the contracted refuse pick-up and numerous other contracted services necessary for the function and operation of the Department• Consult with subordinates on scheduling, work problems, plans, and specifications relating to proposed operation, construction, installation, and improvement projects• Review and analyze methods, equipment used and performance to find ways of increasing effectiveness, improving results, or effecting economics in operation and maintenance activities• Inspects projects and trouble areas to determine what work is needed and the best way it can be accomplished. • Maintain good public relations through courteous and prompt attention to complaints• Direct and keeping of records and supervises the preparation of necessary reports• Present Public Work programs to special interests, citizen groups and service clubs• Knowledge of EPA rules and regulations. Implement and monitor NPDES program. • Review, develop, and interpret plans and specifications for construction projects. • Represent department at City Commission meetings• Oversee the preparation of the department budget and implements authorized programs and capital projects• Perform a key role in emergency management situations including restoration of City services, debris removal and contract management• Responsible for the implementation of safety training and employee development programs within the department
