Worked with the Global City Teams Challenge under NIST and international standards organization, Object Management Group to plan and implement the Digital Infrastructure Forum(https://digitalinfrastructureforum.org/); organized and currently lead the Open Civic ArchitecturalFramework (OCAF)Architectural Board; founded the Open Civic Standards (OCS) Special InterestGroup under the Object Management Group (https://www.omg.org/ocs/).The OCAF Architectural Board is comprised of industry leaders in distributed computing, data andinformation system interoperability, semantic data modeling, artificial intelligence, and complexadaptive systems.The mission of OCS Special Interest Group is to address the top data and information technologyissues challenging government, and the use of public data and digital assets for improved civicoutcomes through open civic standards.

Manage a team of 7 software engineers who maintain and develop systems in support of theDepartment of Transportation; manage the design, development, deployment, monitoring,maintenance, and support of software systems; identify agency and end-user requirements, goalsand constraints; recommend technical and process solutions; work closely with System Services,Client Services, and Geospatial Engineering Services to ensure application systems are designedand managed in accordance with industry best practices.

Authored the Open Civic Architectural Framework (OCAF); founded the Data Hub and ServiceDelivery Platform technology cluster within the Global City Teams Challenge under the NationalInstitute of Standards and Technology; founded the Open Civic Foundation; and negotiated apartnership with international standards organization, Object Management Group to promote theadoption of vertical specifications under the Open Civic Architectural Framework (OCAF) thatstandardize digital infrastructure for government and civic service delivery.OCAF is a reference architecture for public sector digital system transformation and development.The architecture provides a replicable framework for secure, interoperable data exchange anddigital service delivery across government entities, civic and private sector partners.The Open Civic Foundation (OCF) is a non-profit for the development, management andredistribution of assets from the Open Civic Architectural Framework (OCAF) and digital ecosystemto communities and civic projects to better civic services and constituent quality of life.

Planned and implemented the first Alaska Community Innovation Summit; worked with key stakeholders to apply for and conduct grant work to carry out data mapping across State agencies; worked with state and federal agencies, and local government to develop the preliminary principles for a government data hub and service delivery platform.

In partnership with State agencies and the Office of Information Technology, proposed and led efforts to develop a data and digital asset management program for the State; advanced data integration and digital transformation readiness; developed the Alaska Budget Visualizer.

Oversight of research unit (data analytics and reporting), functional unit (business analysts), and two service-level providers; led business process reengineering efforts; conducted federal reporting; managed vendor contracts and annual budget; oversight of software development lifecycle; coordination with senior leadership team.

Software analysis, design and development of the fiscal planning module for the Alaska Budget System; united stakeholders across State agencies to work in partnership with OMB to develop the fiscal planning process, business rules, data model and user interface; created robust system documentation and training materials; conducted trainings and technical support.

Project management and development of recruitment and document retention software systems; database management; developed social marketing strategy for disease prevention that crossed multiple health service areas (behavioral health, diabetes, dental, tobacco cessation, etc.), then designed and published the SEARHC Family Wellness magazine to carry out the strategy; regularly consulted with internal services and senior leadership on business strategy and marketing efforts.

Design and maintenance of software/Web applications and databases; information technology (IT) consulting; graphic design; writing services; circulation and marketing services; and commercial printing guidance.

Improvement and maintenance of the JCVB membership database and Web site; membership relations (260+ members); providing technical assistance to JCVB staff and membership; custom publishing of the JCVB membership newsletter; writing, reviewing and editing of press releases and public service announcements; coordination of membership education and events; and supervision and coordination of work for administrative assistant.
