I have provided project development and management services in planning, design, design-build, and construction project management throughout the U.S. and South America since 1989. I am skilled at managing simultaneous coordination with numerous federal, state, and local agencies, including securing and administering grants. I have a thorough understanding of federal, state, and local policies and regulations. I have provided corporate management for a multi-million-dollar firm, and project management/coordination for projects ranging from $30,000 to $40 million, including quality control on projects over $12 million with Naval Facilities Engineering Command (NAVFAC). I have provided leadership, instruction, and supervision of staff from Administrative to Senior Project Management levels, and coordinated multi-discipline staff and subcontractors to ensure successful project development and delivery. Camp Lejeune Marine Corps Base – Served as the Quality Control Manager for the modernization of three (3) existing live fire ranges situated around the K-2 Impact Area on mitigated wetlands across 130 acres. Various incidental work included construction of a concrete block combined facility, three control towers, three bleacher enclosures, and three ammunition breakdown buildings, installation of pre-cast target enclosures with all target utility connections, extensive site preparation, and installation of site utilities including gravity sewer, force main, electrical distribution and fiber optics. The project also includes a BIVOUC area, landing zone and BZOs located at two of the ranges. Additionally, construction of all service roads that lead to each target and downrange for ease of future serviceability at each range. As required by the Corps of Engineers, as QC Manager, responsibilities included coordination, scheduling, oversight and quality assurance of all aspects of construction totaling over $12,000,000. Served as the liaison between NAVFAC and the Client as well as coordination and direction of all subcontractors. Review of all submittals, pay applications and material acquisition. Maintain LEED documentation and requirements.

Business Development - AviationProject Management Federal Aviation Administration (2008) – Senior Project Manager for Fire and Life Safety Evaluations and Upgrades to Air Traffic Control Towers project at Chattanooga Metropolitan Airport and San Juan International Airport. Prepared cost estimate, contract documents, and coordinated subcontractor work effort. Performed initial site visit and overall quality assurance and control. Charleston Air Force Base (2008) – Senior Project Manager for airfield lighting project on Runway 3-31. Prepared cost estimate, contract documents, and coordinated subcontractor work effort. Performed design review and overall quality assurance and control.

Coordinated scoping, fee negotiation, contract management, subcontractor coordination, and work efforts.  Gulfport-Biloxi International Airport, Gulfport, Mississippi – Prepared general aviation & air cargo development plan for ultimate south-end development at Gulfport-Biloxi International Airport. Development included apron expansion, taxiway expansion, and site selection of the ATCT. Tasks included circulating based general aviation pilot survey both locally and nationally, statistical analysis of survey results, and regression analysis of demographic trends. Also prepared updated forecasts of aviation demand for both commercial and general aviation. Stafford Regional Airport, Stafford Virginia – Performed grant administration & coordination with both FAA and the Virginia Department of Aviation (DOAV) for eleven grants for master planning, environmental assessment, land acquisition support for 550 acres, design of 5,000-foot runway, and parallel taxiway and construction management services totaling over $40 million.
