Obesity PPM was a digital health and tech-enabled service provider with a range of innovations in capitated multispecialty / interdisciplinary chronic disease and acute care management, population health, research administration, and market access for new United States FDA-approved treatments and devices. From late 2015, Obesity PPM strove to be a very early adopter of blockchain technology to improve the capabilities of its "Managed Ecosystems for Integrated Obesity Treatment" with the goal of enhanced security, on-demand evidence of compliance, verifiable multi-party workflow orchestration, and trusted analytics. During this time, Heather Flannery became an expert on the barriers to adoption of blockchain and other exponential technologies in healthcare and life sciences. She developed the "PHI Readiness Framework" for web3 adoption, began industry education and public advocacy, and co-founded a trade association, Blockchain in Healthcare Global (BiHG) under IEEE ISTO, to foster industry self-regulation and evidence-based policy. Obesity PPM focused on evidence-based obesity treatment, awareness and elimination of weight bias, and obesity treatment as primary prevention of its myriad co-morbidities -- including 16 hormone-sensitive cancers and the total cardiometabolic disease spectrum. The company served United States healthcare providers and payers, and global medical device and pharmaceutical companies. Obesity PPM's leadership team brought more than 280 years of combined obesity treatment experience to program design, administration, monitoring and evaluation.

Led conceptualization and development of the "MCA Collaborate" platform within DCO (Department of Compact Operations) and also served as its Information System Security Officer (ISSO). Developed the Cellular Outreach program that included some of the earliest innovations in voice technology for direct stakeholder engagement, social science research administration, biosurveillance and emergency response and resilience at very large scale, originally designed for Liberia (ebola context) and then Benin II.

Synchrony Health was formed to nationally expand a breakthrough care model for individualized, comprehensive obesity treatment, inclusive of both acute care episodes and chronic disease management, under common ownership and standardized, optimized processes and technology. We operated ambulatory surgery centers, metabolic labs, and multidisciplinary medical practices delivering clinically integrated obesity medicine, behavioral medicine, dietetics, exercise and rehabilitation, reconstructive surgery, metabolic and bariatric surgery, and sleep medicine. Operating locations were launched, or acquired and integrated, in Seattle, Cincinnati, Chicago, and Washington D.C. Synchrony Health corporate delivered general management of all operations including finance and accounting, advertising and marketing, clinical research administration, legal compliance, information technology, contact center operations, and more.

This company delivered some of the earliest work that is today classed as Web2 during the Web1 era for large enterprise customers including Motorola, Central Illinois Light Company, and Snap-On Tools. Recognized in Crain’s Chicago Business as a leading web development firm in the region. Established a successful go-to-market via channel partnerships with advertising agencies, internet service providers, and law firms in order to access and serve these accounts.

Program and project management of image and text processing to produce CD-ROM versions of medical journals as information products. Responsible for the groundbreaking effort to radically upgrade these capabilities from static content distributed via CD-ROM (a then-mainstream physical storage media) to cross-sectionally searchable dynamic scientific content online libraries. Led some of the earliest efforts to make this information searchable, discoverable, and usable by physicians and scientists in the earliest days of what is now referred to as web2. This also included early focus on digital rights management, information security, identity and access control, and what was then considered high-performance computing with respect to image and early video processing (laparoscopic surgery training videos).

Built and maintained early small business web sites and delivered related business development services to internet service providers for hosting fees for the small business sites developed.
