Share consumer tested messages research with stakeholder groups working on the Affordable Care Act.

Oversight and management of national helpline. Managed daily operations of all client based programs including development of Community Partner train the trainer/technical assistance model. Supervision of Client Services staff which includes over fifty helpline volunteers. Facilitated and directed the creation of their training curriculum for Medicare expertise and customer service skills. In this role I led the effort to restructure client services programming and staff roles to streamline efforts and implement CRM tools to identify state and federal policy trends from the helpline.

Oversee low-income enrollment projects that offset Medicare costs, including Medicare Savings Programs (QMB, SLMB & QI-1), Extra Help (LIS for Part D) and EPIC (NYS). Share best practices which we advocated for in the Medicare Improvements to Patients and Providers Act (MIPPA).

Professional training and technical assistance to SHIPs. Subject areas of expertise were Medicare related as well as long term care insurance and the public/private partnerships for long term care, enrollment in Medicare, Part D and Medicare Advantage, and low income programs such as Medicaid (now called duals), Medicare Savings Programs and Extra Help.

Provide Long Term Care Insurance information, specifically to the expanded effort of public/private long term care partnerships under the 2005 Deficit Reduction Act. The focus was to find consumers interested in financing their own long term care needs and help them enroll or use their coverage. Update and train volunteer SHIP counselors on long term care insurance options.

Coordinated the NYC SHIP (HIICAP) daily operations to educate and counsel Medicare beneficiaries about health insurance, including Medicare prescription drug coverage and low-income programs. Supervised and managed citywide volunteer efforts, provided professional trainings on Medicare and Medicaid, and expanded programmatic efforts to address the changes in the Medicare Modernization Act legislation.

Housing Division, Naturally Occurring Retirement Communities in NYC (public/private partnership). This became the Aging in Place initiative which also helped develop age friendly cities. The goal was to bring home care and social services into neighborhoods where over 50% of the residents had an older adult living there.

Oversee assignment of caseload to geriatric social workers and case aides. Maintained caseload of home bound older adults with physical and behavioral health diagnoses. Worked with adult protective services for vulnerable home bound & homeless clients to obtain guardianship and served as a representative payee for financial management. Launched and facilitated a caregiver support group with home care workers; counseled family caregivers to link them to community based resources.
