About Heather Conley, Ph.D.

Smart people should build things. This is a book that inspired me to see myself as a builder. My products can be found on college campuses in the form of programs, many of which help students become designers and builders.I was a professor for 6 years, but left to seek work at the intersection of higher education and economic development. That was in 2009. I accepted a role administering a state-wide grant to help build the research infrastructure for Iowa’s energy sector and create a pipeline of talented STEM-educated workers to fill high-demand jobs. I advocated for community college graduates as an essential part of the STEM workforce. I have continued to build programs that meet the STEM and CTE demands for a technically-trained workforce. Eventually, I pursued a position as an academic dean where I led the charge on new academic programs and the revitalization of existing programs.My current passion is helping communities build learning ecosystems and infrastructure. Economic growth requires the one thing that is in short supply: a skilled workforce. I can help organizations build a technical workforce that attracts businesses in multiple industries.Specific career accomplishments: • Led ideation of an Advanced Manufacturing training model utilizing portable training equipment and modularized curriculum for mechatronics, resulting in a $2.06 million Federal grant • Consulted on educational pathways to attract and support two new businesses in Butte, MT which added more than 500 new jobs• Co-PI on an NSF INCLUDES grant to build a stronger pipeline of STEM educators into community college teaching roles in Iowa for $10 million• Coordinated a $1 million grant to support emerging IT career pathways that trained more than 200 new IT professionals in Iowa• Implemented a $20 million grant to support the emerging energy sector in Iowa and strengthened career pathways from high schools to post-secondary programsI have secured than $90 million in external grant funding between 2009 and 2022. I am an accomplished researcher and project evaluator with proven quantitative and qualitative research skills. I have led curriculum and program design processes, and have a strong understanding of both adult education and career and technical education. I look forward to opportunities to collaborate on new projects and discussions about the changing role of higher education with respect to economic development.
