Head Of Commissioning, Children'S Care And Support
CurrentAs part of Barking and Dagenham’s strategic leadership team, I am responsible for the council’s commissioning plans in Children’s Care and Support, as well as leading change programs across the service. Upon joining LBBD I built Commissioning Team from scratch, fully recruiting and developing a thriving team which has overachieved savings targets and delivered a number of key programmes including in Education, Children’s Social Care, Early Help, and Public Health. That team has since grown, developed and restructured under my leadership, taking on responsibility for Prevent, the Safeguarding Partnership, Brokerage and Market Management, Provider Quality Assurance and Ofsted Readiness.In a rapidly growing and changing borough, with the highest levels of deprivation in London, maintaining oversight and leadership of commissioned services (both internal and external) is crucial in assuring a safe, high quality, cost effective and responsive range of health and social care services to meet emerging needs. My skills in financial oversight and service improvement coupled with experience of managing safe services in risky areas have enabled us to deliver improving services whilst maintaining control of budgets.
Category Manager
In this post I oversaw commissioning activity within the Education, Inclusion and Gateway Category. This included work on Alternative Education Provision, Short Breaks and Play, SEN Transport and Placements, Adult Education, Libraries, Advocacy, Contact and Assessment services and School Improvement. My role increasingly included strategic contract management including the Council's contractual relationship with a mutual to provide School Improvement, HR and Education Psychology services. I also oversaw a number of areas in which we have adopted a demand management approach to controlling spend.
Senior Education Policy And Data Officer
As Senior Education Policy and Data Officer I managed two Policy Officers and the Research and Consultancy budget as well as a large and varied portfolio of work. I project managed and authored the London Annual Education Report in 2014 and led the development of criteria for the London Schools Gold Club as well as developing Special School and Alternative Provision strands to the London Schools Gold Club.My work spans a number of work streams including the London Curriculum, for which I managed the pilot phase and developed the independent evaluation. I have also enjoyed scoping, proposing and initiating new areas of work including PISA for London, and Early Years work stream and increased work with the Alternative Provision sector.I managed the GLA’s contract with Project Oracle, and monitored their performance against key milestones, spend, and budget projections, ensuring delivery is achieved within allocated resources. I also worked on a number of specifications for new contracts across a diverse supplier base, to ensure that they were responsibly sourced and managed to meet budgets and deliver the best outcomes.

I managed the Strategy team within the Children’s service, providing a strategic lead on service improvement and commissioning, and closely linked with the Performance and Insight function. I led a number of time limited projects such as the Education Strategy and also provided on-going support in planning and analysis across the service.
