GovRight is a small, US-based organization committed to increasing meaningful collaboration between citizens and government. We provide expertise and technology to partner CSOs in support of existing missions and objectives of social progress. GovRight has a particular focus on legislation and the technology surrounding participation, an expertise built through years of activity in civil society, business, and academia in the US, MENA region, and Eastern Europe. Personal contributions include: • Oversight of all technology-related projects and decisions, including the launch of Legislation Lab, GovRight’s flagship platform for public participation in legislation. Legislation Lab has been used by partners to collect citizen feedback on draft constitutions and legislation in Chile, Kurdistan, Morocco, and New York.• Architecture and implementation of GovRight’s Corpus, a REST API that marries open legislative data to citizen feedback. • Using Ruby on Rails, JavaScript and Flash charts, constructed a customer frontend for account management and statistics, including reporting on 100’s of millions of email deliveries.• Extended the Postfix mail server with custom business logic and detailed tracking, using a toolkit of C, C++, and Boost.• Designed and implemented a scalable and redundant architecture of SMTP, database and web servers using a foundation of RHEL, OpenVZ, Postfix and MySQL.• Implemented turn-key packaging and deployment for a 100+ node cluster of virtualized servers.

Completed a variety of online contract-based projects for six different clients. All projects completed favorably, leading to follow-up contracts from most clients. Projects completed include launching PDFFiller.com, a modern browser-based SQL query builder, and a streaming media player with accompanying community website.

Conducted classes in computers, mathematics, and science for secondary school students from rural Pursat and surrounding villages. Provided onsite computer and business-practice training and assistance for Cambodian staff and international volunteers.Implemented a component to the Sustainable Cambodia website for onsite Volunteers and Staff to publish and blog about their service. Implemented using VBScript, Javascript, and MSSQL.

• Extended and maintained a vast broker oriented real-estate application written in ColdFusion and Java on an Oracle and Solaris foundation.• Deployed and managed an array of hand-held Windows Mobile devices designed to provide real- estate brokers remote and up-to-date access to a large database of sale and rental properties.• Using C#, implemented remote database and content syncing between Windows Mobile devices and a custom content server.

• In collaboration with id Software, helped design, develop, and ship two video game titles for the cell phone market, Doom RPG (BREW) and Orcs & Elves (BREW & J2ME).• Wrote code for core rendering, game logic, and supporting tools in both BREW and J2ME mobile environments.• Served as technical point of contact for software publisher Jamdat Mobile.

• Designed and implemented EMUmail’s web-based calendaring product, providing robust, multi- user calendaring functionality and seamless integration with EMU Webmail.• Maintained and expanded EMUmail’s Webmail product, implementing UI skinning, WAP integration, multi- platform distribution packages, and other enhancements.• Established guidelines and procedure for product development, quality assurance and product support.

• Using Perl on a Linux platform, helped design and implement a broad Internet portal site, including the core framework and web-based tools for user groups, calendaring, mailing list management, and web-page design.• Integration and administration of third-party tools for web-based email, mailing list management, and chat.• Worked with graphic designers and management to provide an interface and feature set that met the specific needs of affiliate NPOs and universities.
