Provided guidance, legal analysis and assistance to the Department and Aging Network on a variety of matters including all state and federal statutes relating to the Department and its programs, such as the Elder Abuse and Neglect Program, the Long Term Care Ombudsman Program, the Community Care Program, and pharmaceutical programs, as well as pending legislation, personnel, rulemaking and procurement.Coordinated litigation matters with the Office of Attorney General regarding elder abuse, administrative appeals and the Community Care Program.Served as legal counsel regarding the transfer of the Circuit Breaker/Pharmaceutical Assistance program. Drafted various legal documents including interagency agreements and contracts related to the program.Developed policies and procedures to implement the Health Insurance Portability and Accountability Act (HIPAA) federal privacy requirements, acted as HIPAA liaison for the Department, provide support to Aging Network for HIPAA, and coordinated the release of all record requests and subpoenas under HIPAA.

Researched and analyzed various state and federal environmental statutes in preparation for rulemakings filed before the Illinois Pollution Control Board.
