3/2010 – 6/2012: General Counsel – Represented OHA at local, state, federal and international meetings and public hearings; drafted and managed contracts, encumbering state and trust funds; advised OHA leadership on legal rights and responsibilities. Lead OHA legal and policy advisor on all proposed actions within PMNM, advising the OHA Board of Trustees and CEO. Facilitated the Native Hawaiian Cultural Working Group, which advises the MMB. Responsible for OHA’s budget for PMNM. Lead OHA advocate, tactician and writer for achieving listing as a UNESCO World Heritage site (natural and cultural) in 2010. Collaborated on drafting of federal and state regulations for PMNM, and of the 5-volume Monument Management Plan. 11/2004 – 3/2010: Lead Advocate: Native Rights – Prepared and presented oral and written responses to federal, state and local compliance and administrative actions under OHA’s constitutional and statutory mandates to protect the environmental and cultural rights of Native Hawaiians. Prepared and managed the Native Rights, Land and Culture (NRLC) division’s $2.5-million annual budget; led NRLC legislative analysis, bill and testimony drafting each state legislative session; supervised Native Rights policy advocates, specialists and administrative assistant; and oversaw all compliance responses.
