About Henry "Hank" Milam
I have been with the Federal Emergency Management Agency (FEMA) since 04/15/2018, first assigned to the Safety Cadre as a Reservist Safety Advisor. Currently I am a CORE Safety & Occupational Health Manager. From 04/03/2020 I was assigned to the first FEMA COVID-19 Contact Tracing Task Force. When I became a CORE GS 13 Occupational Safety and Health Manager in April of 2022, I was promoted to Manager, Contact Tracing Program (CTP) within the newly designated Medical Branch of FEMA. I oversaw all operations of the CTP until it was sunset on 12/16/2022. Additionally, when deployed to disasters, I serve as the senior safety advisor at the incident for issues including industrial hygiene, life safety, occupational safety, and interagency safety and health coordination.I was in the freight transportation industry since 1960. I managed trucking companies in Louisville, KY and Houston, TX. I have managed operations for breakbulk, dry bulk, and container operations in ports from Fall River, MA to Houston, TX. I began one of the first non-union stevedoring companies in the US in 1984 in Houston, TX, but have also managed ILA and Teamster labor. Safety on the waterfront is not an esoteric buzzword for me but the beginning, middle and end of every operation during my many years on the Docks. I successfully designed, implemented and managed, simultaneously, the safety programs of longshore companies in Port Everglades, FL and Houston, TX. Port Everglades went 559 days without a lost time injury; Houston nearly 300 just prior to my retirement. I established, planned, and conducted monthly safety meetings in each Port. The success of these safety programs was essential in the reduction of Workmen Comp rates.I designed, wrote, implemented and managed our initial Facility Security Plan. I developed the subsequent employee training and conducted the required drills and exercises. I have designed fall protection systems for single point crane operations; developed presentations for the prevention of hazardous cargo fatalities; designed and directed the development and implementation of the Signal Mutual Indemnity Association Safety Committee's Longshore Safety Orientation for new hires; and designed, developed and presented a multitude of training programs for both novice and veteran longshoremen. For example, I trained 171 managers, supervisors and employees of the island of Grenada's Port Authority, providing the first longshore safety training there.
