All of these activities relate in one way or another to interacting with New York State Government, the State Legislature, or the New York Congressional Delegation.

As Vice President for Government and Community Relations I helped Damian Family Care Centers build relationships with elected and appointed government officials at the state, federal, and local level. I also worked with a wide range of statewide provider associations in the healthcare, substance abuse, and mental health arenas. These relationships helped promote the clinical, fiscal, and administrative goals of the fifteen Federally Qualified Heath Centers (FQHC) operated by Damian.The most significant accomplishment of my eighteen month tenure was rolling back a New York State law which would have dismantled a drug discount program effective April of 2021. By achieving a 180 degree reversal of this law in the New York State Legislature we saved well over one hundred million dollars in annual revenue for FQHCs statewide. Achieving this legislative success required building, coordinating, and motivating a large and diverse stakeholder coalition to pressure the legislature to act in our favor.

Associate Director For Policy & Government Affairs

As Associate Director for Policy and Government Affairs at Alkermes I had responsibility for all lobbying and policy activities in the State of New York. I was also responsible for representing the company to a variety of NGOs, both state-wide and nationally. Among my accomplishments at Alkermes were:• Establishing Vivitrol (our anti-opioid medication) coverage under the pharmacy benefit of the New York State Medicaid program.• Ending all forms of prior authorization under the New York Medicaid program for Vivitrol.• Passing legislation in New York which ended prior authorization for all forms of commercial insurance for Vivitrol.• Expanding county jail Vivitrol re-entry programs from zero to 34.• Expanding state prison Vivitrol re-entry programs from zero to 4.• Removing administrative barriers for the use of Aristada (our anti-psychotic medication) within facilities operated by the New York State Office of Mental Health.These accomplishments improved access and allowed for much higher sales of our products. My extensive and longstanding relationships in state government (both legislative and executive) as well as my relationships in the provider and advocacy community in New York positioned me to help promote the understanding of our products and resulted in significant growth in sales. As Associate Director for Policy and Government Affairs for Alkermes Pharmaceuticals I had responsibility for all lobbying and policy activities in New York State.

COMPA (Coalition of Medication-Assisted Treatment Providers and Advocates) is a non-profit (501C3) organization representing a coalition of treatment providers who utilize addiction medications as part of a comprehensive approach to treating substance use disorder. COMPA member programs are in all parts of the state and serve more than 40,000 patients a year.As Executive Director I had overall responsibility for the organization including expanding and maintaining membership, fundraising, grant development and deliverables, developing policy goals and achieving consensus on those goals, and advocating at the state, local, and federal level. As COMPA Executive Director I also represented New York on the board of the American Association for the Treatment of Opioid Dependence (AATOD) where I worked on a number of national policy initiatives and worked extensively with SAMHSA (Substance Abuse and Mental Health Services Administration).Among my accomplishments were:- Expanding the number of member programs by more than 40%.- Creating a corporate membership level to increase our funding and advocacy.- Taking the organization from one with less than two months operating capital to a sound financial footing operating at a significant budget surplus each year.- Significantly increasing Medicaid revenue to my member programs by helping the state in a redesign of the reimbursement system.- Applying for and receiving funding each year to work with state government to produce a variety of contractually agreed upon deliverables.- Expanding the number of treatment sites to underserved areas of New York.- Expanding the total treatment capacity of our system.- Expanding the use of a variety of evidence based assessment and treatment practices within our member programs.

Working under a variety of contracts I have provided ad hoc consultation to a number of state governments, and to the Northwest Thames Regional Health Authority (London, UK) on issues related to financing and third party revenue generation for substance abuse treatment. Among the states where I have provided such services are Arizona, California, Connecticut, Florida, Hawaii, Massachusetts, New Jersey, Oklahoma, Pennsylvania, and South Carolina.Under contract with SAMSHA I also provided trainings at six regional training sessions throughout the United States and our Pacific Territories. These trainings focused on emergency preparedness associated with delivering substance abuse treatment services in the wake of a disaster. This was based (in part) on my experience responding to the 9/11 terrorist attacks in New York and maintaining treatment services to the population in the effected areas.

At OASAS I worked in a variety of roles associated with financing substance abuse treatment and prevention services. For the last 15 years of my state career I was the Director of Costing and Revenue Development for OASAS. I supervised a staff of eight with responsibility for all aspects of generating and overseeing the third party revenue system for more than 300 community based treatment sites licensed and regulated by OASAS. We developed and implemented a cost-related Medicaid rate setting system for outpatient substance abuse treatment in the state. Overall the third party revenue system which I oversaw generated more than $350 million per year for substance abuse treatment in New York.
