Dissertation Title: The Politics of Local Affordable Housing Policy in the U.S.What explains variation across time and geography in local affordable housing policies in the United States? How do local policymakers decide between various proactive affordable housing policy instruments? I present a theory that variations in local interest group environments shape local policy choices, with interest groups leveraging local knowledge as a key political resource.To test this theory, I created two original datasets for a sample of 128 localities and 27 years. The first compiles several progressive affordable housing policies: housing trust funds, inclusionary zoning, rent control, and source-of-income anti-discrimination laws. I apply a novel combination of clustering and latent variable methods to quantify local policy approaches. The second dataset recodes nonprofit data to create a unique, longitudinal dataset representing 6 housing interest group categories. I also interviewed 14+ policymakers and stakeholders and applied qualitative data analysis to test hypotheses regarding the local policymaking process.Additionally, I analyzed the role of Public Housing Agencies in the diffusion of local renter protection policies, currently under review at an academic journal.I have presented research at 7 academic conferences including APPAM, APSA, SPSA, and MPSA.
