Henry Ndlovu is a dynamic professional who has wide experience and knowledge in legislative processes, procedures and administration after having worked for the Parliament of Zimbabwe for 11 years before joining the Southern African Parliamentary Support Trust (SAPST) in March 2010. At Parliament of Zimbabwe, Henry served Portfolio Committees on Lands and Agriculture, and Health in the National Assembly and Thematic Committees on HIV and AIDS, and Human Rights in the Senate, respectively. During the 11 years at Parliament of Zimbabwe, Henry was exposed to different legislative systems both in the region and in America. In 2006, Henry was seconded by SUNY/CID-Zimbabwe as the 2nd International Legislative Fellow to the New York State Legislature where he was assigned to the Office of Senator Dale Volker (R), 59th Senate District. My current brief at SAPST is to provide expert advice on parliamentary processes and procedures with respect to the implementation of the parliamentary strengthening program that SAPST is implementing. When I first joined SAPST I was the Communications and Information Dissemination Program Advisor before being assigned the current portfolio. The main objective of my brief at SAPST then was to strengthen the flow of information between Parliament, civic society and the general public about developments at the Parliament of Zimbabwe and other parliaments in the Southern African Development Community (SADC) region. In 2011, Henry was part of the SAPST Consultancy team that conducted a Baseline Survey for the Parliament of Zimbabwe on the “Sector Specific Capacity Building Requirements for the Committees of Parliament”. This was a UNDP funded programme. Henry is a certified trainer on Social Accountability Monitoring (SAM), a concept developed by the Public Service Accountability Monitor (PSAM), an affiliate of Rhodes University in South Africa.
