Special Districts Division Manager - Operations
Current• Assist the director in planning, developing, and administering all activities of the Operations Division. Provide strategic and operational planning, oversee divisional processes, and ensure operational efficiency. Administer a wide variety of services, including parks and recreation, television, street lighting, cemetery management, and road maintenance.• Direct and supervise 4 subordinate supervisors and 90+ staff members. Interview and hire new staff. Prepare and approve work performance evaluations. Develop, coach, and ensure the availability of training. Serve as a resource for staff. Recommend changes in employee assignments and duties as necessary. Approve or take disciplinary actions, up to and including termination.• Establish policies, procedures, and methods regarding all aspects of division operations. Review existing policies and make changes to improve efficiency.• Assist in the preparation, justification, and monitoring of the division budget. Monitor and control expenditures of funds. Approve the necessity and purchase of equipment and supplies. Help resolve budget issues. Recommend and oversee budget adjustments.• Develop a long-range plan for division growth and feasibility, including land acquisition and use, recreational planning, district dissolutions, new construction, and remodeling of existing facilities.• Recommend, develop, and execute contracts, grants, and alternative funding sources.• Analyze existing programs and activities regarding community impact, and cost.• Present to elected officials, community groups, and other agencies. Assist with coordinating department matters throughout the County and with other agencies and organizations. Advise the director regarding these activities.• Prepare Proposition 218 notices, Board Agenda Items, Resolutions, and Board Briefs. Attend public hearings and engage with the community on a regular basis.• Oversee 50+ Special Districts within the unincorporated areas of San Bernardino County.
