As Canada Trade & Market Access Lead, Henry gathers market intelligence, organizes trade missions and events, and develops other B2B opportunities. Working with national and regional organizations of producers, he assists small and medium-sized agribusinesses from across the Americas make inroads internationally through market development and promotion, business intelligence, and regulatory compliance.

Henry contributed to Salesian Missions’ strategy to deliver food and nutritional assistance to at-risk youth in Venezuela. This effort included the expansion of the Monitoring and Evaluation Unit to assure accountability to current and potential donors.

Henry served as the USDA FAS’s in-country advisor on regulatory affairs, trade, and marketing of food and agricultural products. His main responsibility encompassed the analysis of Ecuador’s agricultural economy, including its economic policies and its bilateral trade relationship with the United States. He was responsible for reporting on Ecuador’s production, supply and demand of grains, import needs, food security vulnerabilities, opportunities to expand local use of agricultural biotechnology, and monitoring the development of renewable energy sources from agriculture. I managed marketing efforts in support of U.S. grains and oilseeds, wheat, ethanol, and a range of specialty products such as wines, bourbon, salmon, and cod. Major inroads with Ecuador included regaining market access for U.S. beef, elimination of all tariffs on imports of wheat and soybean meal, establishing Ecuador’s system to administer GATT tariff rate quotas, and assisting the Ministry of Agriculture to allow field trials of genetically-engineered crops.

Henry performed academic research in the areas of: regional development, international trade of goods and services, supply chain, operations and logistics; employing methods such as gravity models, case studies, benefit-cost analysis, shift-share analysis. Accomplishments included the publication of several academic papers and book chapters. I also organized scientific and academic and outreach events in conjunction with the International Space University and other higher-education institutions.

Henry conducted research on issues concerning NASDA priorities, trade relations and agricultural policy development in the NAFTA region including trade remedies, rural development, harmonization of sanitary and phytosanitary standards, food safety. He tracked progress of the 2002 U.S. Farm Bill. He was a key member of the team planning and executing the annual Tri-National Agricultural Accord, in coordination with federal/provincial/state officials from the United States, Canada and Mexico.
