He is responsible for policy and programs for Logistics Readiness Squadrons at nine major installations. He is responsible for over $3.3 billion in supply aircraft spares for seven mission design series, 12,000 vehicles, $620 million in War Reserve Materiel, and over 275 million gallons of aviation fuel throughout the Pacific theater. His Division also provides traffic management and air transportation policy and provides oversight to the three Combat Mobility Flights providing the Command with rapid airfield opening capabilities.Colonel Phillips was born on 25 January 1961, at Robins Air Force Base, Georgia. He has commanded a Supply Squadron, a Maintenance Squadron, two Maintenance Groups, served on two MAJCOM staffs, and the Air Staff.
