Herbert “Chip” Hines is a senior manager with EY’s Indirect Tax Practice, State and Local Tax, inNew Orleans, Louisiana, and serves as EY’s Louisiana Indirect Tax Service Line Leader andLouisiana and Mississippi State Tax Desk for sales/use and income /franchise tax matters. In hisrole, Chip is responsible for the management and implementation of Louisiana state and local taxprojects and services and for providing technical sign-off for material state and local taxtransactions in Louisiana and Mississippi.Chip specializes in providing indirect tax consulting services, including sales and use taxcompliance and procedure reviews, sales and use tax refund studies, state credits and incentivesservices, and controversy representation for clients in various industries, including oil and gasexploration and production, manufacturing, retail, utilities and financial services companies. Chipis also a frequent speaker on multistate tax developments and Louisiana’s unique sales/use andincome /franchise tax regimes. In addition to his concentration in sales/use and income/franchise tax matters, Chip has an extensive knowledge of Louisiana business incentives andcredits and employment and severance taxes.Prior to joining Ernst & Young, Chip was an attorney for the Louisiana Department of Revenue onits Corporate Income and Franchise Tax Litigation Team, in addition to having been employed inthe state and local tax practice of another Big Four accounting firm. Chip has a B.A. in Englishfrom Millsaps College in Jackson, MS. He earned his J.D. from Mississippi College’s School ofLaw and his LL.M. (Master of Laws) in taxation from Villanova University’s School of Law.
