About Herbert Turner

I am a national expert with over thirty years of experience conducting impact evaluation research on educational interventions and interventions in related areas. During the past two decades, I contributed to innovative and cutting-edge initiatives designed to transform education research at the national, state, and district levels into an evidence-based, scientifically valid field. These initiatives include the Campbell Collaboration (C2), the What Works Clearinghouse (WWC), the Regional Educational Laboratory (REL) Program, the Social Innovation Fund (SIF), and the Investing in Innovation (i3) program. I currently serve as a WWC Trainer and Quality Control Reviewer for the WWC Statistics Website and Training (SWAT) funded by the Department of Education Institute of Education Sciences (IES). I was a 10-year member of the Abt i3 Technical Assistance Leadership team responsible for advising i3 grantees on producing experimental and quasi-experimental impact evaluations that meet i3 and WWC evidence standards. I applied my deep methodological expertise to design mixed methods approaches to SEL research efforts for the Center for Responsive Schools (CRS) and the Northeast & Islands Regional Educational Laboratory (RELNEI). Also, I serve as a Senior Methodological and Policy Research Advisor on a wide range of research projects at several universities and research firms, including the Buffett Early Childhood Institute at the University of Nebraska, Westat, WestEd, the HighScope Educational Research Foundation, and The Brady Foundation. I am an adjunct associate professor at the University of Pennsylvania's Graduate School of Education and The Lynch School of Education at Boston College, where I taught courses on research methods and program evaluation. I continue to publish in peer-reviewed journals on standards for impact evaluations and related topics. I have written several methodological guidance documents to assist research teams in designing and implementing rigorous research.

Herb leads ANALYTICA’s research staff in conducting its work and specializes in synthesizing evidence standards for impact evaluations into unifying, generalizable framework that can be applied across disciplines, and across federal and philanthropically sponsored initiatives. As an adjunct Professor at PENN GSE since 2002, Herb has a dual appointment in Educational Leadership and Quantitative Methods where he teaches graduate level courses in statistical programming, statistical methods, and research design. His course in statistical programming has been recognized by the SAS Institute as one of the most innovative offered in the United States, and having global impact. His knowledge and experiences with evidence standards to assess whether interventions work has resulted in his serving on an increasing number PENN GSE dissertation committees, federal review panels for IES and NSF. He has published in a number of peer reviewed journals. Herb’s career experiences began as a research assistant with the Federal Reserve Bank of Philadelphia leading and a research analyst with the Office of Institutional Research at the University of Delaware.
