About Hilde Høksnes

I work primarily with regulatory issues related to institutions subject to supervision by the Financial Supervisory Authority of Norway (FSA), in particular framework conditions and structural issues concerning banks, insurance companies, investment firms and fund management companies. I advise on matters related to the establishment and organisation of new institutions, applications for licences, internal policies, customer contracts and product development, as well as compliance with the framework conditions. I have extensive experience within structural changes in the savings bank sector, cross-border issues and advising in processes in relation to the FSA and the Ministry of Finance.I have a background from the FSA, including significant experience from matters relating to framework conditions for financial institutions and supervisory processes, as well as international experience from participation in the European Insurance and Occupational Pensions Authority's (EIOPA) Insurance Groups Supervision Committee.Norwegian summary:Jeg arbeider hovedsakelig med regulatoriske spørsmål knyttet til foretak under Finanstilsynets tilsyn, med særlig fokus på rammevilkår og strukturtilpasning for banker, forsikringsselskaper, verdipapirforetak og forvaltningsselskaper. Jeg bistår med etablering og organisering av nye foretak, søknad om konsesjon, interne rutiner og retningslinjer, kundeavtaler, produktutvikling, i tillegg til løpende overholdelse av rammebetingelsene. Jeg har særlig erfaring med strukturendringer i sparebanksektoren, som blant annet sammenslåing og etablering av sparebankstiftelser, samt rådgivning i prosesser mot Finanstilsynet og Finansdepartementet.Gjennom bakgrunnen fra Finanstilsynet har jeg god innsikt i rammebetingelsene for finansforetak og tilsynsprosesser, samt erfaring fra internasjonalt arbeid gjennom tidligere deltakelse i Insurance Groups Supervision Committee i European Insurance and Occupational Pensions Authority (EIOPA).
