As the President’s Emergency Plan for AIDS Relief (PEPFAR) Interim Program Coordinator/Advisor, I provided overall support to the Central America & Brazil PEPFAR program which includes six countries (Brazil, El Salvador, Guatemala, Honduras, Nicaragua, and Panama) and the PEPFAR Coordination Office. Furthermore, I supported the implementation of the 2020 Regional Operational Plan and the development of the 2021 Regional Operational Plan (COP/ROP21).My role as the Western Hemisphere Regional Central America and Brazil Interim PEPFAR Program Coordinator/Advisor included, but was not limited to, the following duties and responsibilities:1. Act as primary point of contact and coordinate across relevant parties including serving as primary point of contact for the Office of the US Global AIDS Coordinator and Health Diplomacy (OGAC) in Washington DC and promoting communications between S/GAC Team, the PEPFAR interagency team. 2. Act as primary point of contact with the U.S Department of State Deputy Chief of Mission (DCM) in Guatemala City and other Front Offices in the region by facilitating communications between the DCM, other Embassy offices, other (non-PEPFAR) USG agencies or sections, and PEPFAR USG staff, PEPFAR implementing partners and partner government officials.3. Ensure horizontal information-sharing between in-country agency leads.4. Coordinate the PEPFAR Central America/Brazil team’s response to important developments, activities, policy guidance from Washington, consultation and agreements from senior partner government officials, and collaboration with international agencies, bi-lateral donors, and other partners.

In 2017, I joined the Centers for Disease Control and Prevention, (CDC) Division for Global Health Protection's (DGHP). In 2012, I joined Center for Disease Control and Prevention as a Public Health Advisor and Training Specialist. Under my leadership, I provided capacity building and training, supportive supervisory, programmatic and technical oversight during a 4 years period to over 400 Stop Transmission of Polio (STOP) Program international public health consultants working with CDC’s, international partners- WHO, UNICEF, and PAHO. These diverse multicultural and multilingual public health professionals worked in the Caribbean and Sub-Saharan Africa on CDC/Global Immunization activities including polio and other vaccine-preventable diseases (VPD). Additionally, I contributed to CDC's Global Immunization Division workforce and organizational growth by creating learning objectives, instructional strategies, training materials, facilitator and participant guidelines, and training presentations by applying instructional design and adult learning principles and strategies. My trainings and presentations included Team Building, Problem Analysis, Strategic Communication, Interpersonal Communication (IPC), Understanding Cultural Shock, and Group Facilitation. ~ MAJOR CONTRIBUTIONS ~✔ Trained STOP program consultants in the application of communication theories and models such as community for development (C4D), behavior change communication (BCC), social behavior change (SBC), strategic communication, in order to effectively develop and implement communication polio and immunization campaigns.✔ Deployed for 6 ½ weeks to Guinea as a CDC IMS Ebola Public Health Advisor/Health Communication Specialist to support Ebola health communication needs for CDC’s Ebola Response efforts.

As a Technical HIV/AIDS and health communication and training Consultant with United Nations Children's Fund (UNICEF), I was instrumental in ensuring the highest level of logistical coordination and reporting of the ‘Sharpening the Focus on Most-at-Risk Young People (MARPS) Across the Caribbean (HIV, Health, and Social Harms) 5 Day Regional Course Workshop’ in Kingston, Jamaica. Additionally, I reinforced the understanding of the MARPs-specific HIV epidemic and built the capacity of policy makers and programmers to design evidence-based policies, strategies and programs with and for MARPs.~ MAJOR CONTRIBUTIONS ~✔ Developed course content and final report as requested by UNICEF's Children and Adolescent HIV/AIDS Program based on scientific and technological developments, data and case studies and national HIV/AIDS strategic action plans in the area of adolescent health and key vulnerable populations.✔ Facilitated grant writing workshop to health care practitioners, policy and decision makers attending the workshop.

Volunteers develop sustainable solutions to address challenges in education, health, economic development, agriculture, environment and youth development.In my role as a PEPFAR Senior Technical HIV/AIDS and Sexual and Reproductive Health Advisor at Peace Corps Jamaica, I provided ongoing technical expertise, advised, training, and capacity building to the Jamaica's Ministry of Education HIV/AIDS Response Education Program, Health and Family Life Education Programmes (HFLE), and Jamaica AIDS Support for Life HIV/AIDS programming and administrative staff.~ MAJOR CONTRIBUTIONS ~✔ Trained over 600 primary and secondary school teachers in the implementation of life skills, sexual and reproductive health, HIV/STI, and program and student assessment and evaluation as part of the Jamaica Health and Family Life (HFLE) Teacher training program.✔ Co-authored grant proposals, strategic/work plans, annual and quarterly reports for the MoE to international funding agencies and programs including: United Nations Population Fund (UNFPA); U.S. President’s Emergency Plan for AIDS Relief (PEPFAR); United Nations Children’s Fund (UNICEF); and the Global Fund to Fight AIDS.✔ Served as a technical HIV/AIDS and health communication and training specialist to assess, plan, develop, and evaluate translation and dissemination of scientific HIV and substance use prevention, treatment and care information for key and vulnerable populations. Targeted audiences comprised of high-risk groups, special interest groups, and policy makers were reached through various print, audio-visual, and web-based media outlets.

In 2009, I was brought on board as Director of Prevention Education and Testing Programs at AIDS/HIV Services Group (ASG) where I provided programmatic, technical oversight and supervision of 6 AIDS/HIV Services Group HIV and substance abuse prevention, education, and HIV Testing, Treatment and Care programs. Five months later, the Board of Directors offered me the Executive Director. In this role I supervised (30 program implementation staff) in Charlottesville, Virginia in order to strengthen ASG’s contribution to effective state leadership and strategic management and implementation of HIV and substance regional programs.With a focus on organizational growth and workforce development I assed daily capacity development needs and activities of the organization and identified internal and external resources for capacity development. I oversaw and ensured the successful implementation, completion, and evaluation of 6 cooperative agreements: 2-Substance Abuse and Mental Health Administration (SAMHSA) and 4 Virginia Department of Health (VDH) /CDC funded prevention, education, testing, treatment care and ex-offender reentry programs and initiatives.~ MAJOR CONTRIBUTIONS ~✔ Guided and supervised the writing and preparation of 4 state and 2 federal grant proposals targeted to meet the prevention, treatment, and care needs of Key and vulnerable populations infected and affected by HIV/AIDS and Substance Abuse; all 6 grants were awarded totaling over $1 million.✔ Provided executive management with recommendations to improve and/or overcome shortfalls and deficiencies existing within the agency and with the Board of Directors, program staff, and collaborative partners formulated alternative courses of action for realistic, targeted, and effective solutions.
