Provided purchasing, contracting, capital construction and grant administration support for the Division of Motor Vehicles (DMV).Managed all phases of DMV construction projects from pre-design to closeout including new building, rehabilitation, tenant finish and civil construction for the Ports of Entry as well as Department of Personnel and Administration (DPA) managed facilities and Driver License rented facilities. Prepared and posted advertisement for bids for design services to include either or both architectural and engineering services. Coordinated Design efforts with end user needs, aligned design with budget, assisted design team with on-site needs. Prepared and posted advertisement for bids, conducted pre-bid conferences, managed any Requests for Information (RFI), presided over bid openings, conducted bid reviews for accuracy and managed the award process. Monitored construction activities, managed weekly meetings, submittals and change orders, performed inspection compliance reviews.Served as the purchasing/contract liaison for the Division. Duties included developing bidding documents (DQ's, IFB's, RFP's) for State BIDS solicitations, preparing and posting bid solicitations within delegated limits, preparing contracts and other purchasing documents, as required, all while ensuring compliance with State procurement code and state fiscal rules and procedures. Assisted in the solicitation of and manage, for budgetary and accounting purposes, federal grants. Serve as lead on preparing budgets for federal grant submissions and provide oversight of eligible grant expenses. Collect, compile and analyze data to develop spending plans and prepare grant billings for submittal. Prepare and submit reports to grantor to ensure that services provided are within scope of grantor requirements.

Simultaneously managed and inspected multiple civil construction projects throughout Denver Metro Area. Duties included buying out and issuing contracts to sub-contractors and purchase orders to material suppliers, pulling permits, coordinating schedules between the field, suppliers, and subcontractors with that of the project owner, site analysis to insure constructability, submitting and reviewing pay applications, scheduling, negotiating and estimating change orders, and monthly job costs. Strong focuses on Erosion Control compliance as well as OSHA open trench safety policies. Project estimator responsible for continuously searching for and bidding on any construction projects released by local municipalities. The bidding process required thorough analysis of blue-prints, specs, and site conditions in addition to requesting quotes from sub-contractors, suppliers and testers. Managed any successful low bids from award to contract close out.

Planned, organized and managed infrastructure related projects at this former Air Force base. Responsibilities included design review, project cost analysis, preparation of construction documents, contract negotiations, contractor selection, scheduling, project budget, project development, and task planning. Ensured remediation efforts were in compliance with Colorado Department of Public Health and Environment’s (CDPHE) policies and procedures. Coordinated all work efforts to include review, inspection and contractor pre-bid meetings through required agencies to include Denver Water, Denver Wastewater, Metro Wastewater, Xcel Energy, US Army Corps of Engineers, Aurora Water, Denver Public Works and Urban Drainage.Select capital improvement projects were financed with Tax Incremental Finance (TIF) funds administered by Denver Urban Renewal Authority. These funds required specific reporting, administration and compliance with The Davis-Bacon wage act. Managed budgets, reporting requirements as well as all construction projects financed with these funds.
